The general objective is to investigate the Municipal Councils of Education (MCE) of the Southwest Goian (Jataí, Santa Helena de Goiás and Rio Verde) in the democratic bias. The research is qualitative in nature and is characterized by field and documentary. The analysis subsidizes in the perspective of historical-dialectical materialism. For the data collection of the field research, the exploratory research methodology was used, based on the theoretical propositions about the investigated object. To do so, it used the electronic form (Google Forms), with pre-formulated questions, sent to the thirty- four (34) advisers of the three (03) MCEs analyzed, as well as the exploration of documents which legitimize them. In this context, the following categories were analyzed: representativeness, social and political participation, social mobilization and management modes, interpreting them as a priority, in the light of the theoretical contributions of Bordenave (1994), Bordignon (2013), Cury (1999, 2000, 2015), Lima (2001, 2017, 2018), Libâneo (2012), Saviani (1999, 2000, 2011), which present a critical approach related to the socio-historical-political context of Brazilian Council. As a temporal cut, the period between 1990 and 2018 was delimited, considering that from the 1990s, Brazilian educational policies established a commitment to democratic management principles, supported by the Federal Constitution of 1988, in its art. 206, sections VI and VII, with a guarantee of quality standards, in addition to democratic management. The analysis of the data allowed to conclude that the democratic management in the scope of the MCEs analyzed, is in the process of construction, and its democratic conceptions should be translated into effective practices through social and political participation, being these collegiates conceived as mediating representatives between the voices of the State and civil society, with a view to guaranteeing the rights related to social quality education.Esta pesquisa teve como objeto de estudo, a análise dos Conselhos Municipais de Educação do Sudoeste Goiano e a Perspectiva Democrática. Vincula-se à Linha de Pesquisa: Políticas Educacionais, Gestão e Formação de Professores, do Programa de Pós-Graduação em Educação da Universidade Federal de Goiás (UFG), Regional Jataí. O objetivo geral foi investigar os Conselhos Municipais de Educação do Sudoeste Goiano (Jataí, Santa Helena de Goiás e Rio Verde) no viés democrático. A pesquisa foi de natureza qualitativa, caracterizando-se de campo e documental. A análise subsidiou-se na perspectiva do materialismo histórico-dialético. Para a coleta de dados da pesquisa de campo, utilizou-se a metodologia de pesquisa exploratória, a partir das proposições teóricas acerca do objeto investigado. Nesse contexto, foram analisadas as seguintes categorias: representatividade, participação social e política, mobilização social e modos de gestão, interpretando-as prioritariamente, à luz do aporte teórico dos seguintes autores: Bordenave (1994), Bordignon (2013), Cury (1996; 2006; 2015), Lima (2001; 2010; 2017; 2018), Libâneo (2012), Saviani (1999; 2000; 2011), que trazem abordagem crítica relacionada ao contexto sócio-histórico-político da educação brasileira, no qual se configura o Conselho. Como recorte temporal, delimitou-se o período compreendido entre 1990 e 2018, tendo em vista que a partir da década de 1990, as políticas educacionais brasileiras firmaram compromisso com princípios de gestão democrática com respaldo na Constituição Federal de 1988, em seu art. 206, incisos VI e VII, com previsão de garantia de padrão de qualidade, além da gestão democrática.
