|Resumo inglês:||Participatory institutions are no longer new in the framework of the Brazilian government, given its institutional conferred by the Federal Constitution of 1988. Used as an important means to promote dialogue between state and civil society and presenting a strong growth in the last decade, participatory institutions have to motivate, increasingly, studies on the environment in which they operate, how they were formed, what its effects on the management of public policies, among other issues. By the time of the 30th anniversary of the promulgation of the 1988 Constitution, several authors point there is still no consensus on the actual impact of these institutions on public administration and society. Faced with this proposition, aimed this study was to identify the institutional design, the nature of participation and the main results of the First National Conference on Transparency and Social Control (CONSOCIAL) to reflect on the limits and potential of participatory process while debate space on Transparency and Social Control. The framework in which sustains this work involves the various notions of participation, participatory institutions and democratic theory. As methodological procedures, the study is characterized as qualitative and descriptive guidance. The method comprises the Case Study, conducted by collecting data on CONSOCIAL on bases as the Secretaria-geral da Presidência da República (SGPR), the Controladoria-Geral da União (CGU) and interviews with the organizing committee of the conference. The treatment of the information obtained was done by content analysis. Overall, it was intended to contribute from this work, for the generation of knowledge about the functioning and management of the Participatory Institutions (PIs), specifically, national conferences, seeking to reveal the limits and contradictions of these participatory processes regarding the interaction between state and civil society. The results confirm the need to democratize the state's institutional structure to accommodate the demands of society and the strengthening of civil society organizations aimed at performance in social control and influence the political actors to act responsively form.|
