Resumo em Inglês: The present essay has examined the reality within the Municipal Education Board Aldermen, viewed as a Federal organism and as a part of the Municipal Education System in the light of specialized studies, and has tested the most important hypothesis created by the scientific community on the Municipal Education Board Aldermen of São José dos Pinhais (PR), making a dialogue with the existing reality in the cities of Ponta Grossa (PR), Juiz de Fora (MG), Recife (PE), Campinas (SP) and Serra (ES). We have applied the deductive method on the basis of the studies results on the Municipal Education Board Aldermen of those cities in order to compare and verify where these realities meet with others sceneries, as the São José dos Pinhais’s Municipal Board Aldermen. The parameters we have used are the works of specialized authors on which were built the Concepts of the Municipal Education management – CMEs –, education autonomy and democratization. Beyond a bibliographic raising research and in order to improve our understanding on these matters, we have search on the Staff of Superior Level’s Perfectioning Coordination (Capes) Thesis Database where we found and selected five studies concerning big and medium sized cities reality situation. Those studies have helped us to understand the existing functioning tendencies inside the Municipal Education Board Aldermen. The essay concerning the reality of the São José dos Pinhais’s Municipal Education Board Aldermen was done over a descriptive, exploratory and comparative view, founded on official documents and interviews answered by the most important actors of the mentioned educational scenery. The research has detected a series of tendencies around the CME that can be generalized insofar these tendencies were continually found in several analyzed cases: they have all consultative and bureaucratic traits and a lack of autonomy and capable counselors; they are totally dependent of the Municipal Executive will and have a lack of substructure. The research confirms the hegemonic tendency in all analyzed cases. In other words, CMEs legitimize the public policies without any popular participation and exist according the good will of the current govern and nothing more. That’s all what it has become.

That’s all what it has become.A presente dissertação estudou a realidade do Conselho Municipal de Educação, enquanto órgão do Estado e componente do Sistema Municipal de Educação, à luz da literatura especializada, testando as principais hipóteses elaboradas pela comunidade científica no Conselho Municipal de Educação de São José dos Pinhais (PR) e dialogando com as realidades dos municípios de Ponta Grossa (PR), Juiz de Fora (MG), Recife (PE), Campinas (SP) e Serra (ES). Aplicou-se o método dedutivo, partindo-se de estudos realizados sobre a realidade dos Conselhos Municipais de Educação dos municípios citados, com o intuito de verificar até que ponto essas realidades aplicam-se em outros cenários, como o do Conselho Municipal de São José dos Pinhais. O referencial teórico constituiu-se de obras de autores da literatura especializada que fundamentam os conceitos sobre a gestão da educação municipal – CMEs –, autonomia e democratização do ensino. Além do levantamento bibliográfico para a compreensão do tema, pesquisou-se no Banco de Teses da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes) e localizaram-se cinco estudos sobre a realidade de municípios de médio e grande porte, os quais serviram de base para compreender as tendências existentes em torno do funcionamento dos Conselhos Municipais de Educação. O estudo sobre a realidade do Conselho Municipal de São José dos Pinhais foi realizado numa perspectiva descritiva, exploratória e comparativa, tomando como referência documentos oficiais e entrevistas com os principais atores do mencionado cenário educacional. A pesquisa detectou uma série de tendências em torno dos CMEs, as quais podem ser generalizadas, na medida em que constam de forma contínua nos diversos casos analisados, tais como: caráter consultivo, burocrático, ausência de autonomia e conselheiros capacitados, dependência total da vontade do Executivo municipal, carência de infraestrutura.
