The growth of the homeless population in large Brazilian cities, especially in São Paulo, highlights the persistence of structural inequalities and the limitations of traditional public policies. In this scenario, the Housing First model has stood out internationally as an effective alternative to guarantee the right to housing and promote the social reintegration of people in extreme vulnerability. This dissertation analyzes the implementation of the Reencontro Program in the city of São Paulo, based on the principles of Housing First, based on national guidelines and international experiences (United States, Canada, Portugal, France and England). The research adopts a qualitative, exploratory and documentary approach, with content analysis of legislation, official reports and scientific literature. The results indicate that the program presents relevant advances, such as the creation of Vilas Reencontro and the intersectoral articulation of public policies. However, it faces challenges such as the scarcity of affordable housing, the fragmentation of services and the need for continuous financing. Comparison with international experiences reveals the importance of adapting the model to the local context. It is concluded that the Reencontro Program contributes to the construction of a more inclusive and sustainable city, aligning with the Sustainable Development Goals (SDGs), especially SDGs 1 and 11, and reinforcing housing as a fundamental right.
