This master's dissertation explores digital transformation, encompassing cultural, technological, and organizational process changes that impact the delivery of value to customers, with a focus on project management in the Information Technology Directorate (DTI) of the Coordination for the Improvement of Higher Education Personnel (CAPES). Using a qualitative exploratory-descriptive approach and action research as a strategy, the research highlights the contributions of adaptive project management methodologies. Interviews revealed that the implementation of these methodologies, combined with stakeholder commitment, strengthened effectiveness in executing projects in the federal public administration. The methodological approach resulted in the successful development of the Work Plan for Internationalization (PTI), crucial in evaluating internationalization projects, particularly within the CAPES-PrInt Institutional Internationalization Program context. The research analyzed the application of adaptive project management methodologies in a federal public agency, identifying challenges, analyzing their use in a pilot project, and describing the implementation. Practical contributions include the efficiency in delivering the CAPES PTI system, while theoretical contributions broaden the understanding of the adaptability of agile approaches. Stakeholder engagement was crucial, despite limitations such as restricted access to information and resistance to change. Future research is suggested to focus on overcoming resistance, facilitating cultural transitions, and conducting longitudinal studies.
