Mobilidade urbana sustentável: políticas públicas e inovação em meios de transporte

Resumo: Understanding the need to develop public policies and innovations related to sustainable urban mobility is the objective of the work. Brazilian cities and also outside the country, experienced rapid growth for a short period, which causes various problems in the day-to-day lives of those who live in them. We sought to present a historical and conceptual basis of mobility, with information about the valorization of motorized transport in policies implemented in Brazil and the negative impacts. Highlighted the importance of the Nacional Urban Mobility Policy (PNMU, in Portuguese) besides demonstrating that it was a milestone regarding the discussion about sustainable urban mobility in Brazil, although little was implemented in Brazilian cities since its conception. In order to present a positive example of public policy, PlaNYC was contemplated, a plan created by Mayor Bloomberg in 2007 with the aim of making New York a better and greener city. This was divided into several segments in order to make changes across the city. The plan has become a reference in the transport segment, as it uses the principles of sustainable urban mobility, valuing the people¿s right to come and go in the city, through non-motorized transport and public transport. Within mobility in New York, PlaNYC obtained more positives than negatives in its seven years of implantation. Therefore, a study on the new demand-responsive public transport, the Citybus 2.0, was also introduced into the research. This was an innovation in a Brazilian capital, Goiânia, in search of sustainable urban mobility. It was implemented to be a substitute for individual motorized transport and in eighteen months of operation it has already reached a high number of users. To understand the quality of the service provided, a questionnare was implemented on a digital platform to obtain answers regarding the satisfaction of users of this new transport. The results showed that its service is rated as good and excellent by more than eighty percent of its users

As cidades brasileiras e também fora do país, passaram por um crescimento acelerado por um curto período, o que ocasiona em diversos problemas no dia-a-dia de quem vive nelas. Buscou-se apresentar uma base histórica e conceitual de mobilidade, com informações acerca da valorização do transporte motorizado em políticas implantadas no Brasil e dos impactos negativos. Salientou a importância da Política Nacional de Mobilidade Urbana e mostrou que foi um marco a respeito do desenvolvimento da discussão da temática no Brasil, mas que pouco foi realizado nas cidades brasileiras desde sua instituição em 2012. Afim de apresentar um exemplo positivo de política pública, contemplou-se o PlaNYC, um plano criado pelo prefeito Bloomberg em 2007 com o intuito de tornar Nova Iorque uma cidade melhor e mais verde. Este foi dividido em diversos segmentos com o propósito de fazer mudanças em toda a cidade. O plano tornou referência no segmento de transporte, por utilizar preceitos da mobilidade urbana sustentável valorizando o direito de ir e vir das pessoas, através do transporte não motorizado e o transporte coletivo. Dentro da mobilidade em Nova Iorque, o plano obteve mais pontos positivos que negativos nos seus sete anos de implantação. Por conseguinte, também foi introduzido na pesquisa um estudo sobre o novo sistema de transporte coletivo responsivo à demanda, o Citybus 2.0. Este foi uma inovação em uma capital brasileira, Goiânia, em busca da mobilidade urbana sustentável, e implantado para ser um substituto do transporte individual motorizado. Em dezoito meses de funcionamento já alcançou um alto número de usuários. Para compreender a qualidade do serviço fornecido, foi elaborado um formulário em plataforma digital para obter respostas relativas à satisfação dos usuários desse novo meio de transporte.
