Resumo: | This research presents the modes of action of public policies in the perspective of expanding the offer of accessible books to blind and deaf students. Through a documentary and bibliographical survey, it reveals how, in the history of the senses, scientific knowledge about vision and hearing influenced the education of blind and deaf people since the 16th century. It describes the history of the first institutions founded in Brazil in the 19th century to serve this public, as well as the creation of the first Brazilian Braille printing. Reporting the influences of foreign institutions in the configuration of Brazilian establishments, it shows how the circulation of ideas about deaf people education was a marked phenomenon throughout the world. This study identifies legislation regarding reading accessibility and educational indicators on special education in Brazil. The results show that the sensorial characteristics of each disability were historically determinant for access for blind and deaf people to the literate culture, and show that the legislation is still today insufficient to solve the issue of accessibility, especially with regard to the book acquisitions programs of the school library. The few titles acquired in Braille and Brazilian Signed Language (Libras) by the federal government form a minimal school collection, practically insignificant when compared to the collection available to students without disabilities, thus reinforcing the character of exclusion also through school books. Por meio de levantamento documental e bibliográfico, revela como, na história da educação por meios dos sentidos, os conhecimentos científicos sobre a visão e a audição influenciaram a educação dos cegos e dos surdos desde o século XVI. Descreve a história das primeiras instituições fundadas no Brasil no século XIX para atendimento desse público, assim como a criação das primeiras imprensas braille brasileiras. Ao retratar as influências das instituições estrangeiras na configuração dos estabelecimentos brasileiros, evidencia o quanto a circulação das ideias sobre a educação dos surdos foi um fenômeno marcante em todo o mundo. Identifica a legislação a respeito da acessibilidade de leitura e os indicadores educacionais sobre a educação especial no Brasil. Os resultados revelam que as características sensoriais de cada deficiência foram historicamente determinantes para o acesso dos cegos e dos surdos à cultura letrada, e mostram que a legislação ainda é insuficiente para resolver a questão da acessibilidade, principalmente no que diz respeito aos editais dos Programas de Livros. Os poucos títulos adquiridos em braille e Libras pelo governo federal formam um acervo escolar mínimo, praticamente insignificante se comparado ao acervo disponibilizado aos alunos sem deficiência, reforçando assim o caráter de exclusão também por meio dos materiais didáticos.
