Desemprego estrutural decorrente da automação e a busca por soluções descoloniais no limiar do capitalismo de multidão

Resumo: The upcoming of the digital era brings perplexity, either by technology positive advances in introducing convenience without which society cannot live or either by the fear of the disappearance of jobs which people cannot live without. The present study aims to critically examine the phenomenon that due to its amplitude and complexity was renamed as “crowdbased capitalism” intending to distance from Eurocentric aspects that permeate its traditional approach. Through a decolonial filter and a Law behavior analysis, this research seeks to point a group of proposals that can mold the phenomenon towards the society interests, promoting a “crowdbased capitalism” socially inclusive while propelling Brazil’s international competitiveness. By means of an ontological fifth dimensional analysis of the phenomenon, its intrinsic contradictions were identified, specially the one present between its promise speech of more free time while delivering massive and growing unemployment. Also, the fact that the Eurocentric vision led to an erratic acting from the Powers of Republic creating norms and effects contrary to national interests. Based on the premise’s falsehood of the phenomenon’s inevitability, on a critical analysis of the existing research among the paths pointed for mitigating or neutralizing the technological structural unemployment, it was possible to validate or not such paths through an empirical parsing involving two occupations severely affected by automation – bank tellers sand bus ticket reviser. The conclusions obtained demonstrate that relocation and reabsorption of workers are highly marked by a strong and fast reduction in job offers, just as growing economic destabilization. It’s about reduction of jobs and incomes while expanding profits, leading to workers systemic impoverishment and to domestic commerce vulneration, which also affects entrepreneurs. Against this situation that shows a new model of Brazil’s colonization in which everyone loses, a decolonial filter and behavioural contingencies were applied to stimulate rational decisions by employers through the process of labor reallocation and reabsorption, leading to the elaboration of proposals which have as its core the treatment differentiation of local economy activities and of international ones, stimulating automations and competitive growth in exporter activities while discouraging automation and human labor reduction in activities focused on domestic market. From this, proposals were formulated aiming to promote harmony between the State, companies, unions, Brazilian “S” system and third sector having as a base the social democratic control which achievement requires wide political mobilization with the objective of respecting the Constitution command of, in a context of “crowdbased capitalism”, building a society entirely free, fair and solidary, based on rescuing auto determination and fundamental freedom.

Esse estudo se propõe a examinar criticamente o fenômeno que, dada sua amplitude e complexidade, optou-se por adotar “capitalismo de multidão” como epíteto já com a finalidade de afastar-se dos aspectos eurocêntricos que permeiam sua abordagem tradicional. O objetivo do estudo é, por meio de um filtro descolonial e com o emprego da análise comportamental do direito, apontar um conjunto de propostas que possa moldar o fenômeno aos interesses da sociedade, promovendo um capitalismo de multidão socialmente inclusivo e, ao mesmo tempo, alavancar a competitividade internacional do Brasil. Para tanto, por meio de uma análise ontológica pentadimensional do fenômeno, identificaram-se suas contradições intrínsecas, em especial a existente entre seu discurso de promessa de mais tempo livre para as pessoas com a entrega de desemprego maciço e crescente, bem como que a abordagem eurocentrada levou a uma atuação errática dos Poderes da República, produzindo normas e efeitos contrários aos verdadeiros interesses nacionais. Partindo da falsidade da premissa de inevitabilidade do fenômeno, numa análise crítica dos estudos disponíveis, bem como dos caminhos apontados pelos estudiosos para mitigar ou neutralizar o desemprego estrutural tecnológico, abriu-se caminho para validar ou não tais caminhos por meio de uma análise empírica envolvendo duas ocupações severamente atingidas pelos efeitos da automação – os caixas bancários e os cobradores de ônibus. As conclusões dessa análise demonstram que os processos de realocação e reabsorção de mão de obra são marcados por forte e acelerada redução nas ofertas de emprego, bem como pela precarização econômica crescente. São processos reducionistas em termos de emprego e renda e expansionista sob o prisma do lucro, levando a um empobrecimento sistêmico da massa de trabalhadores com consequente vulneração do mercado consumidor doméstico, circunstância que acaba por afetar também os empresários. Diante desse quadro que traduz um novo modelo de colonização do país onde todos perdem, por meio do filtro descolonial e pela adoção de contingências comportamentais capazes de estimular a tomada de decisões racionais pelos empregadores nos processos de realocação e reabsorção de mão de obra, foram elaboradas propostas cujo eixo central é a diferenciação no tratamento das atividades voltadas para o mercado interno daquelas expostas à concorrência internacional, de modo a estimular a automação e a elevação da competitividade nas atividades exportadoras e desestimular tanto a automação quanto a adoção de técnicas administrativas economizadoras de mão de obra nas atividades voltadas ao mercado doméstico.
