Prêmios ENAP de inovação: uma leitura comunicacional à luz da economia criativa

This work investigates, among the winners of the Public Sector Innovation Competition promoted by the National School of Public Administration, in 23 editions (1996-2018), occurrences that can be interpreted as actions of Innovation in Communication and in Creative Economy. The corpus of documentary research consists of 407 award-winning initiatives, analyzed in categories that generate a map for researchers interested in innovations in these areas. It offers the classification of the winners by region, by administrative spheres and, mainly, by areas of knowledge. The theoretical framework that supports the classification and interpretation of data is based on Camila Bardini, Rudimar Baldissera, Rosali Souza and Victor Gomes. This is exploratory, qualitative and quantitative research, with a historical-inventory character, adopting bibliographic research as methodology. The results show that, of the Public Administration bodies participating in the Contest, the most active region is the Midwest, the predominant Knowledge Areas are Administration, Computer Science, Information Science and Communication and that the Creative Economy and innovation are together in this context, present in 24 awarded initiatives. As a continuity of studies, it is suggested to monitor the continuity of the initiatives, a better detail of the knowledge areas established by CNPq and the creation of a National Association of Innovation in the Public Sector, among others. The work serves as a map for scientists and civil servants to identify innovations in Communication and Creative Economy in Public Administration.
