The beginning of 2020 was marked by the declaration of the Covid-19 pandemic state, when many countries adopted measures of social distance and protection for the socially vulnerable, as was the case of Emergency Aid in Brazil. This policy released more than R$ 335 billion between 2020 and 2021. In order to release the funds, Caixa Econômica Federal (CEF) acted as an agent, requiring the opening of more than 107 million digital accounts, 38 million of them were people who never had a bank account and now have access to the banking system. In this context, this work seeks to evaluate the effect of this policy on loans, at the municipal level, both at its aggregate level through fixed effect panels, and on loans conceded by CEF (Treatment Group), in relation to other banks balanced by the Entropy Balancing method (Control Group) through the method of differences in differences, thus becoming an evaluation of the effects of this public policy. The aggregated results showed that the emergency aid positively impacted the volume of loans per capita at the municipal level, especially when evaluating the volume of loans per capita of the CEF in relation to other institutions, also at the municipal level.
