Resumo: This research contemplates the analysis of the acting model and institutional apparatus of the State in the conduction of the questions related to the management of the spaces of the city. The urban space is quite heterogeneous and is marked by a fragment where countless social inequalities materialize, which dispute in different images that are perceived in contrasting forms and content. In this study, socio-spatial inequalities were treated as spatial asymmetries, understood as directed, since the public agent is the one who should organize and plan the balance and reduction of inequalities, consciously conducting programs, projects and actions. The objective of the research was to evaluate this scenario resulting from the actions and decisions of the public power in the city of Anapolis (GO), a medium-sized city located between the axis that connects two capital cities - Brasília and Goiania. Like most Brazilian cities, Anapolis has serious urban problems. The spatial clipping chosen for the study of the theme developed here took place through two distinct realities contained in the urban space of anapolino: the Novo Paraíso neighborhood and an area of the Jundiai neighborhood - the Ipiranga Environmental Park. Novo Paraíso is a subnormal eighborhood, located in the southwest part of the city, where the deficiencies promoted by the asymmetric process are clearly imprinted, in which the protagonist is a degraded scenario of space, together with the poverty and exclusion of its population. As a counterpoint, a fragment of a central area located in the Jundiai neighborhood was analyzed, which has been recognized as a neighborhood well endowed with infrastructure resources, equipment and environmental quality, crowned with the insertion of a Park in the last decade, and which has been heating up the real estate market. The time frame chosen was the year 2010, year of inauguration of the Ipiranga Environmental Park, until the current year. Early on, the research was impacted by the Covid-19 Pandemic, which influenced methodological decisions and, at the same time, touched on the perception of urban ills arising from an unfair reality wide open by asymmetries. The methodological procedures of this study were guided by bibliographic surveys that were linked to the question of observation of the urban landscape and that lasted throughout the field research, through walks in the neighborhoods: Novo Paraíso and Jundiai. Fieldwork was crucial in directing efforts to collect information, formulate hypotheses and search for specific answers to the topic under discussion. Another extremely important investigation took place with a detailed survey and reading of public documents, which brought detailed information on infrastructure projects destined for the city of Anapolis. Through such directions, it was possible to show that the public good ends up serving the desires and projects based on profitability, in which the valuation of space derives from the investments that the State promotes, resulting in disastrous consequences in other locations in the city of Anapolis. In this sense, the spatial differences and the provision of public services have become remarkable, reflected in the urban fabric and in peoples lives, evidencing disproportionate decision-making by public agents, which makes it difficult to have direct effectives in the city and accentuates inequities.

Oespaço urbano contemporâneo é bastante heterogêneo e é marcado porfragmentações, onde se materializam inúmeras disputas e desigualdades sociais,que refletem diferentes imagens que são percebidas em formas e conteúdocontrastantes. Nesse estudo as desigualdades socioespaciais foram tratadas comoassimetrias espaciais, entendidas como dirigidas, já que o agente público é quemdeveria organizar e planejar o equilíbrio e a diminuição das desigualdades,conduzindo conscientemente programas, projetos e ações. O objetivo da pesquisafoi avaliar esse cenário decorrente das ações e decisões do poder público na cidadede Anápolis (GO), cidade média situada entre o eixo que liga duas cidades capitais -Brasília e Goiânia. Assim como a maioria das cidades brasileiras, Anápolis éportadora de graves problemas urbanos. O recorte espacial escolhido para o estudodo tema aqui desenvolvido se deu por meio de duas realidades distintas contidas noespaço urbano anapolino: o bairro Novo Paraíso e uma área do bairro Jundiaí – oParque Ambiental Ipiranga. O Novo Paraíso é um bairro subnormal, localizado naparte sudoeste da cidade onde está claramente impresso as deficiências promovidaspelo processo assimétrico, no qual o protagonista é um cenário degradado doespaço, juntamente com a pobreza e a exclusão da sua população. Comocontraponto, foi analisado um fragmento de uma área central situada no bairro Jundiaí, que possuiu um reconhecimento como um bairro bem dotado de recursosde infraestrutura, equipamentos e qualidade ambiental, coroado com a inserção deum Parque na última década, e que vem aquecendo o mercado imobiliário. O recortetemporal escolhido foi o ano de 2010, ano de inauguração do Parque AmbientalIpiranga, até o corrente ano. A pesquisa logo no início foi impactada pela Pandemiada Covid-19, o que influenciou nas decisões metodológicas e ao mesmo tempo,aflorou a percepção das mazelas urbanas decorrentes de uma realidade injustaescancarada pelas assimetrias. Os procedimentos metodológicos desse estudoforam orientados por levantamentos bibliográficos que estiveram atrelados a questãoda observação da paisagem urbana e que perdurou sobre toda a pesquisa emcampo, por meio das caminhadas nos bairros: Novo Paraíso e Jundiaí. Os trabalhosde campo foram determinantes, na forma de direcionar os esforços na coleta deinformações, formulação das hipóteses e busca por respostas específicas do temaem discussão. Outra averiguação de extrema importância deu-se com um detalhadolevantamento e leitura de documentos públicos, que trouxeram informaçõespormenorizadas de projetos de infraestrutura destinados à cidade de Anápolis.Através de tais direcionamentos, foi possível evidenciar que o bem público acabapor servir aos anseios e projetos pautados na lucratividade, no qual a valoração doespaço deriva dos investimentos que o Estado promove, acarretando emconsequências desastrosas nas demais localidades da cidade de Anápolis. The objective of the research was to evaluate this scenario resulting from the actions and decisions of the public power in the city of Anapolis (GO), a medium-sized city located between the axis that connects two capital cities - Brasília and Goiania. Like most Brazilian cities, Anapolis has serious urban problems. The spatial clipping chosen for the study of the theme developed here took place through two distinct realities contained in the urban space of anapolino: the Novo Paraíso neighborhood and an area of the Jundiai neighborhood - the Ipiranga Environmental Park. Novo Paraíso is a subnormal eighborhood, located in the southwest part of the city, where the deficiencies promoted by the asymmetric process are clearly imprinted, in which the protagonist is a degraded scenario of space, together with the poverty and exclusion of its population. As a counterpoint, a fragment of a central area located in the Jundiai neighborhood was analyzed, which has been recognized as a neighborhood well endowed with infrastructure resources, equipment and environmental quality, crowned with the insertion of a Park in the last decade, and which has been heating up the real estate market. The time frame chosen was the year 2010, year of inauguration of the Ipiranga Environmental Park, until the current year. Early on, the research was impacted by the Covid-19 Pandemic, which influenced methodological decisions and, at the same time, touched on the perception of urban ills arising from an unfair reality wide open by asymmetries. The methodological procedures of this study were guided by bibliographic surveys that were linked to the question of observation of the urban landscape and that lasted throughout the field research, through walks in the neighborhoods: Novo Paraíso and Jundiai. Fieldwork was crucial in directing efforts to collect information, formulate hypotheses and search for specific answers to the topic under discussion. Another extremely important investigation took place with a detailed survey and reading of public documents, which brought detailed information on infrastructure projects destined for the city of Anapolis. Through such directions, it was possible to show that the public good ends up serving the desires and projects based on profitability, in which the valuation of space derives from the investments that the State promotes, resulting in disastrous consequences in other locations in the city of Anapolis. In this sense, the spatial differences and the provision of public services have become remarkable, reflected in the urban fabric and in peoples lives, evidencing disproportionate decision-making by public agents, which makes it difficult to have direct effectives in the city and accentuates inequities.
