Tourism has been considered a vector of economic development able of generating foreign exchange and jobs, moving financial, human resource and modifying the socioeconomic infrastructure. Such miss leading countries, regions and localities to invest in tourism as a way to boost the local economy, which in turn can bring about changes in the quality of life of local people. In this sense, regional development is analyzed from the perspective of tourism and quality of life. To this end, the text considers concepts such as development on a human scale, nestled tourism and human freedoms to discuss its importance in the current debate on regional development and its implications for material and immaterial living conditions of the populations living in tourist towns. This research aims to evaluate the actions of the agencies involved in the tourism and regional development in Cabaceiras and its relation to the quality of life of local people. The aim of this research to verify the application of the theories of development and quality of life in the city object of this study and to evaluate the effects of tourism development in the study population quality of life. The methodological plurality, which combines qualitative and quantitative methodology will be applied in this research in order to seize the material and immaterial dimensions to the concept of quality of life requires. Data collection occurred by carrying out semi-structured interviews with local agents, as well as through data from the census and Municipal Human Development Index. The results indicate that the local staff employed in Cariri actions aimed at regional development from the joint investment in local businesses, skills training for regional development, culture and tourism. In Cabaceiras, these actions have promoted the development with quality of life of the population through the generation of jobs and income,  strengthening regional culture and the sense of happiness of the people. However, some  challenges still need to be overcome so that we can achieve higher levels of quality of life,  such as the seasonality of tourism in the locality and the reduction of government support to the actions used in the past.
