This research intends to analyze the effectiveness of the National Land Credit Program (PNCF) in the State of Paraíba. This program consists of a public policy whose purpose, according to the institutional discourse, is to contribute, through access to land, with the alleviation of rural poverty and the improvement of the living conditions of landless or low-income family farmers. Earth. Thus, the question that guided this research was: Is it possible to say that the PNCF contributed to the alteration of the land ownership structure in Paraíba? For this, with regard to access to land, a study was carried out on the subject in the Brazilian scenario, with a view to its socio-historical process, from the colonial period to the present time. The nature of the PNCF, its objectives were investigated and the legislative changes that occurred during its course were analyzed. In addition, a survey of the benefit concessions linked to the Program in the State of Paraíba was carried out, in the period from 2003 to 2021, using data made available in the Public Policy Panel of the Special Secretariat for Family Agriculture and Agrarian Development (SEAD) and by Empresa Paraibana de Research, Rural Extension and Land Regularization (EMPAER). Finally, using the definitions of small and medium property established by Law No. 8,629/93, data from the 2006 and 2017 Agricultural Censuses published by the Brazilian Institute of Geography and Statistics (IBGE) for 04 (four) municipalities in Paraíba were compared. obtained the largest number of beneficiaries linked to the PNCF - one from each mesoregion - with the purpose of verifying whether any changes had occurred in the agrarian structure of these locations. The research interacts with the quali-quantitative dimension and can be characterized as descriptive-analytical. At the end of the proposed work, it is possible to state that the PNCF was one of the instruments that contributed to a change in the land structure of the State, either through a reduction in the number of producers without access to land, or by allowing a greater distribution of land.
