The objective of this study is to assess the social participation in the Regulatory Agency of Public Services of the State of Ceará Delegates - Arce. In practice we evaluated whether Arce uses public policies that promote social participation and we analyze what are the actual results of performance of those public policies. There are legal provisions of social control for regulatory agencies. However, there are also questions how the real benefits of their practices. To achieve our goal we evaluate the Arce, mainly using its mechanisms of social participation like: public hearings, the Ombudsman, the Advisory Council and the Forum regulation and Citizenship. As a result of the analysis object of our research we have as main analytical categories social participation, regulatory agencies and mechanisms for the participation of Arce and the evaluation. The period of our study lasted five years (01.01.2010 to 31.12.2014) and was held in the city of Fortaleza, State of Ceara. The methodology used was a qualitative approach and some quantitative aspects. Despite having chosen the in-depth evaluation as a reference - method made by teacher Léa Carvalho Rodrigues -, our work used a review with to multidimensional and interdisciplinary procedural approaches. however, was choosed a method which included analytical approaches and dialogue between the different proposals for evaluation. The research techniques used were: interviews; participant observation; questionnaires and bibliographic analysis; theoretical and documentary. Our results concludes that Arce adopts public policy for social participation, however, these public policies for social participation are endowed with little effectiveness.
