Established by Law No. 14,601 in 2023, the New Bolsa Família (n-PBF) represented the resumption of the conditional cash transfer social program for families in vulnerable situations after the Auxílio Brasil program was in effect in 2021 and 2022. The new version presented proposals that included updating CadÚnico information, changes in the amounts allocated to families assisted by the program, and promoting access to social programs by promoting initiatives that strengthen intersectoral coordination between public policies on social assistance, education, and health. In a context of declining vaccination coverage, increasing food insecurity, and weakening monitoring of educational and health conditions, the n-PBF emerges in a complex scenario of beneficiary monitoring in Brazilian municipalities starting in 2023. Thus, taking into account the dynamics of Brazil's socioeconomic reality in light of the new version of the social program, this dissertation aims to evaluate the implementation of the n-PBF in the municipality of Fortaleza, Ceará, focusing on the monitoring of beneficiary conditions in municipal management during the years 2023 and 2024. The research adopts a methodology combining quantitative and qualitative aspects, with procedures for literature review, documentary research, and analysis of data from the evaluated public policy. The dissertation addresses changes in the program's design and the consolidation of the n-PBF, a survey of proposals from federal agencies in setting goals for the program's conditionalities, and the results achieved by the municipality of Fortaleza in indicators related to health and education conditionalities during the period evaluated. The results indicate that Fortaleza, like Brazil, has made progress in covering health and education conditionalities by aligning the monitoring indicators evaluated with the management expectations recommended by the Federal Government, evidencing the restructuring of Bolsa Família as a social program to combat poverty and provide vulnerable families with access to social policies in the country. However, monitoring education and health conditionalities requires proposals for coordination in terms of Fortaleza's management, considering the challenge of expanding the results projected for the coming years, based on the expected metrics for Brazil.
