A política pública de resíduos sólidos do município de Fortaleza – CE: avaliação do Plano de Fiscalização Rio Maranguapinho 2019 (AGEFIS)

The Rio Maranguapinho Inspection Plan 2019 was created by the Fortaleza Inspection Agency with the aim at guiding inspection actions in the surroundings of the Maranguapinho River, in order to improve the use of public resources as well as preserve and comply with the legislation regarding urban planning, through the monitoring of the Maranguapinho river banks. Therefore, AGEFIS and the Secretary of Cities agreed on this monitoring, which covered several irregularities. This present research focuses on the irregular disposal of solid waste on the banks of the Maranguapinho River (GEPLA, PF n°10/2019, CI 62/10). In that context, Operation Rio Maranguapinho – 2019emerged, implemented by the Fortaleza Inspection Agency in August 2019. In response to this demand, this piece of work evaluates the preparation, execution and contribution of the AGEFIS Inspection plan as a Municipal Public Policy on Solid Waste, including the local community as a participatory and transforming agent of evaluation, environmental education and inspection actions, contributing to a sustainable participatory policy. This qualitative research was carried out involving three groups of social actors - managers, inspectors and the community that answered a semi-structured interview, whose data were analyzed by the software IRAMUTEQ. The results showed that at the beginning of the operation there was a decline in the irregular disposal of solid waste and the participation of the community was positive. However, due to the dimension of the area analysed in contrast with the precariousness in the structure for monitoring, and the abrupt interruption of the operationalization, motivated by the Covid-2019 pandemic, the garbage points increased a lot. It is concluded that the operation needs a new situational diagnosis, support from other institutions, modernization and investments in the technological apparatus for the inspection and stricter monitoring by the government. Additionally, the empathy of the community must be gained in order to be developed a more sustainable use of that water resource, with eco-friendly practices with commitment, critical awareness and participation.
