Introduction: Public procurement is responsible for a large part of government spending in countries around the world. Evidence shows that the planning stage of these contracts is neglected. Although this finding is present in publications around the world, few deal specifically with actions that effectively collaborate in the preparation of public procurement planning. Problem: When analyzing the annual hiring plan at the studied institution, it was found that the reported demands were not consistent with the institutional budgetary reality. Objective: In this context, the purpose of the research was to contribute to the proposal of a framework for the preparation of the Annual Contracting Plan, in order to deal with the trade off demands and budget. Methods and procedures: To achieve the proposed objective, a multi-method approach was used with an emphasis on action research and the participation of specialists through the formation of a focus group for analysis, diagnosis and validation of actions. The result enabled the definition of a framework that dealt with the trade off demands and budget through the implementation of a taxonomy for the main groups of expenses, the indication of sectors and areas that have greater affinity to inform demands and also the suggestion of methods for ranking expenses and definition of reference values. Through the results obtained it was possible to create a conclusive technical report in the format of a technical note to implement improvement actions in the procedures for preparing the Ifes Annual Contracting Plan.
