Resumo: | It is common throughout the world that the imminence of a major event will provoke infrastructure works to better meet the demands that will be presented. It has often been heard from governments that the cost of a world event, such as the Fifa World Cup, generates more dividends than spending, and above all leaves ready-made works that can be enjoyed by the local population, resulting in better living conditions. In the present thesis, it was proposed to analyze the issue of urban mobility in the spatial configuration of Cuiabá, a city chosen as a subset of the 2014 Fifa World Cup, including the city of Várzea Grande, conurbation cities, which had alteration projects, to best to host the mega-event. More precisely, 107 works were planned dealing with duplication of avenues, paving, drainage, duplication of bridges, construction of trenches and viaducts, etc. Besides these, and, above all, the implantation of the VLT by the main avenues of Cuiabá and Várzea Grande. It is worth repeating that all planning foreseen that the completed works would be the legacy destined to the population. Using, methodologically, documentary research, several official documents were under focus, such as: the Executive Plans of Cuiabá and Várzea Grande; the EIA / RIMA of the VLT; the PlanMob of the Metropolitan Region of the Cuiabá River Valley (RMVRC), among others. In the same way, qualitative research techniques were used, both when collecting information in the aforementioned documents - to describe and analyze how the various works were found after the World Cup, as well as the mobility on the day of the games - a means of applying a questionnaire about the master plans, in order to raise questions whose answers should be identified in the plans of the evaluated plans. As a result of this research, it was observed, one year after the event, that of the 107 works proposed, only 48 works were completed, 23 were partially completed and 38 works were not even started. Among those not completed, the VLT is inserted. In this way, it was concluded that important and necessary changes can not be restricted to the accomplishment of a great event. The discussion of urban mobility, for example, must be constant and focused on the real needs of the population in their daily lives. May this be a legacy! |

Ouve-se dos governos, com frequência, que o custo de um evento mundial, como, por exemplo, a Copa do Mundo de Futebol, gera dividendos maiores que as despesas e, sobretudo, deixam prontas obras que poderão ser desfrutadas pela população local, decorrendo em melhores condições de vida. Na presente tese, propôs-se a analisar a questão da mobilidade urbana na configuração espacial de Cuiabá, cidade escolhida como subsede da Copa do Mundo de Futebol de 2014, incluindo a cidade de Várzea Grande, municípios conurbados, que tiveram projetos de alteração, para melhor abrigar a realização do megaevento. Mais precisamente, foram planejadas 107 obras que tratavam de duplicação de avenidas, pavimentação, drenagem, duplicação de pontes, construção de trincheiras e viadutos, etc. Além dessas, e, sobretudo, a implantação do VLT pelas principais avenidas de Cuiabá e Várzea Grande. Vale repetir que todo o planejamento previa que as obras concluídas seriam o legado destinado à população. Utilizando-se, metodologicamente, de pesquisa documental, estiveram sob foco diversos documentos oficiais tais como: os Planos Diretores de Cuiabá e Várzea Grande; o EIA/RIMA do VLT; o PlanMob da Região Metropolitana do Vale do Rio Cuiabá (RMVRC), dentre outros. Da mesma forma, lançou-se mão de técnicas de pesquisa qualitativa, tanto ao se coletar informações nos já citados documentos _ para descrever e analisar como as diversas obras se encontravam após a realização do Mundial, bem como a mobilidade no dia dos jogos_ quanto por meio de aplicação de roteiro de perguntas quanto aos planos diretores, com o intuito de levantar questões cujas respostas deveriam ser identificadas nos dispositivos dos planos avaliados. Como resultados desta investigação, observou-se, um ano após o evento, que das 107 obras propostas apenas 48 obras foram finalizadas, 23 foram parcialmente concluídas e 38 obras não foram sequer iniciadas. Entre aquelas não concluídas, está inserida a do VLT. Desta forma, concluiu-se que não se podem restringir importantes e necessárias mudanças à realização de um grande evento. A discussão da mobilidade urbana, por exemplo, deve ser constante e voltada para as reais necessidades da população no seu dia a dia.
