The principle of collective construction of a Municipal Education Plan can generate “commitment and responsibility” with the plan, both on the part of governments and society, which can contribute to the real execution and formulation of long-term State policies. The field of research on Ten-Year Education Plans constitutes a vast theme for carrying out new studies, given the moment in which the extension of the National Education Plan (2014-2024) is about to be concluded, together with the Municipal Plans arising from it. In other words, there is a wide area to be explored and analyzed, both with regard to the legacy of these plans that are coming to an end, and the scenario after their conclusion. This context led us to question how the participation of civil society in the process of elaboration, implementation and monitoring Municipal Education Plans is analyzed in academic studies.Based on the context highlighted, this research aims to understand possibilities for civil society participation in the process of elaboration, implementation and monitoring of Municipal Education Plans, based on contributions from theses and dissertations on the subject. Methodologically, this study is characterized as exploratory and mostly qualitative, being a bibliographical research, in which theses and dissertations that analyzed social participation in Municipal Education Plans were sought. Initially, the selection of the analysis material was conducted using the Brazilian Digital Library of Theses and Dissertations (BDTD), employing the following descriptors: 'Plano Municipal de Educação' for the 'title' field and 'Participação da sociedade' for 'all fields.' After reviewing the titles, abstracts, tables of contents, and key sections of the 15 identified works (when such information was available), we selected ten studies, of which only nine were available in full. All selected works are described in a dedicated section.Then, a Content Analysis was carried out in order to define categories and understand the possibilities for civil society participation in the processes of elaboration, implementation and monitoring of Municipal Education Plans, based on the selected theses and dissertations. The results exposed several limitations/difficulties in social participation and also potentialities/successful strategies in this participation. These results demonstrated that successful participation in the process of elaboration, implementation and monitoring of Municipal Education Plans is not equally participatory in all stages involved, with the creation and existence of serious representative spaces being of fundamental importance, provided with political autonomy, decision-making level and commitment to the search for a political culture that encourages, enables and consolidates social participation as a central actor in the construction of local reality. Furthermore, this research proposed as an Educational Product a guide manual that provides guidance on the possibilities of expanding civil society participation in the process of elaboration, implementation and monitoring of Municipal Education Plans.
