Resumo: | The work has as its object of study the classs truggle and the National Education Program - PRONERA, highlighting the tensions and contradictions around its creation and its development path, considering that its creation took place between the latifundium crisis and the emergence of agribusiness reshaping the class struggle in the countryside, whose historic landmark was the holding of the I National Meeting of Educators of Agrarian Reform - I ENERA, reaffirmed in the I and II National Conferences for Basic Rural Education, which aimed to strengthen the struggle for quality public education for rural people. Since then, social and trade union movements, throughout their existence, have been fighting for Agrarian Reform and for public policies for the peasant population, they have been able to advance, on different fronts, achievements in the context of the formulation of milestones. regulatory and legal instruments, including transforming the Program into a public policy, with a view to ensuring Rural Education. In the particularity of analysis, the class struggle and PRONERA in the countryside in Maranhão were taken as an object of study, adopting as an empirical reference the experience in the field of education of the Movimento dos Trabalhadores Rurais Sem Terra – MST, in Settlement Areas in Maranhão – ASSEMA and the Federation of Agricultural Workers and Agriculturists of the State of Maranhão - FETAEMA, the most expressive movements in the field of Rural Education and the first applicants for courses by PRONERA for their Agrarian Reform settlement areas and also for qualification of its operating bases. Thus, in order to find out how PRONERA makes up the class struggle in the countryside of Maranhão, interviews were carried out with peasant and union leaders and graduates of PRONERA courses demanded by these Movements. The research shows that PRONERA has brought important contributions to Rural Education, to the production and qualification of the base of these movements, in particular, the MST and ASSEMA, helping to strengthen the organization and resistance of peasants in Maranhão. For this understanding, the categories of Class Struggle, State, Rural Education, PRONERA were used. |

Evidenciam-se tensões e contradições em torno do percurso de desenvolvimento desse Programa, tendo em vista ter sido criado entre a crise do latifúndio e a emergência do agronegócio. O Programa teve como marco histórico de criação a realização do I Encontro Nacional de Educadores e Educadoras da Reforma Agrária (I ENERA), realizado em 1997, na Universidade de Brasília (UnB) e reafirmado nas I e II Conferências Nacionais Por uma Educação Básica do Campo (1998; 2004) que tiveram por finalidade fortalecer a luta em prol da educação pública de qualidade aos povos do campo. A partir de então, os movimentos sociais e sindicais conseguiram conquistas em diferentes frentes de atuação, inclusive no âmbito da formulação de marcos regulatórios e instrumentos legais, a exemplo, das Diretrizes Operacionais para a Educação Básica nas Escolas do Campo em 2002 e o Decreto de nº 7.352, de 4 de novembro de 2010. Na particularidade de análise desse objeto de estudo, tomou-se a luta de classes e o PRONERA, uma política executada por meio de projetos voltados para áreas e assentamentos de reforma agrária no Maranhão. Para tanto, procurou-se entender como o PRONERA compõe o movimento luta de classes no campo maranhense. Adotou-se como lócus da pesquisa empírica a experiência realizada no âmbito da Educação do Campo pelo Movimento dos Trabalhadores Rurais Sem Terra (MST), da Associação em Áreas de Assentamento no Maranhão (ASSEMA) e da Federação dos Trabalhadores Agricultores e Agricultoras do Estado Maranhão (FETAEMA), considerados os movimentos sociais e sindicais mais expressivos na esfera da Educação do Campo e os primeiros a desenvolverem ações para implementação dos cursos pelo PRONERA, nas áreas de assentamento da Reforma Agrária e, também, para a qualificação de suas bases de atuação. C de averiguar como o intuito de averiguar como o PRONERA compõe a luta de classes no campo maranhense, realizaram-se entrevistas com lideranças camponesas, sindicais e egressos de cursos do PRONERA demandados por esses Movimentos. A pesquisa mostra que esse Programa trouxe importantes contribuições para a Educação do Campo, para a produção e para a qualificação da base dos referidos movimentos, em particular, do MST e da ASSEMA, ajudando no fortalecimento da organização e resistência dos camponeses no Maranhão.
