Despite being a plural and heterogeneous category, the contribution of technical and administrative workers in education to achieve the goals of the University has been historically considered secondary, homogeneous and quantitative manner, ie, as a necessary means to achieve certain ends , namely teaching, research and extension. This finding, in practice, will cause the server suffers a loss of institutional frameworks for inclusion in everyday life and their work has not, a tangible meaning, not realizing an objective and causal relationship between that make the institutional goals. This exclusion is also part of the process of establishment of the University itself and the power relations that constitute its interior. From the 80s, in the context of the democratization process in Brazil, and the servers in the educational area technical-administrative in particular, seek to restructure their organizations associative character for the union and a more purposeful role, asking questions about the issue education in the country and the role of the universities to overcome the enormous social debt, economic and political left as a legacy of the authoritarian government of the previous period. In this process, there was also the realization that it was necessary to formalize instruments, systematizing the concepts of motion, could also constitute strategic advisors to internal and external shocks to the Universities. Then draws up - in a coherent and articulate manner - a project for the university - Citizen University for Workers - and a project of workers' careers in education. As the main theoretical reference activist and communist Antonio Gramsci, the project, appropriating the Italian Marxist concepts as subaltern groups, hegemony, expanded state organic intellectuals, its implications and connections, you want an understanding of the particular form of constitution body technical and administrative staff in education from UFMG and their consequences for later developments, both in understanding their role in the construction of their identity, in the competition of projects, as in overcoming their inferiority (possible).
