Resumo: | Prisons present themselves as maintainers of precarious conditions that violate human rights, while at the same time proposing an alleged correction of individuals through practices of resocialization in prison, especially through work. However, on a daily basis, prisons isolate people without the prospect of building the future with citizenship, political emancipation, critical thinking and support from the public authorities during prison terms and after achieving freedom. It is at the time of this return to social life that the Espírito Santo Social Office operates — the object of study of this research — providing assistance to the “egress”. This policy aims to promote qualified care for them and their families, directing them to assistance in areas such as work, education, health and other social policies. After five years of service from this public equipment, which was pioneered in that state by the National Council of Justice (CNJ) and created by the State Secretariat of Justice of Espírito Santo (SEJUS / ES), this work aimed to analyze the main fundamentals and mode of operation of the Social Office of the State of Espírito Santo. To achieve this goal, in this study, the qualitative research was used and a methodological path was traced based on a literature review, which focused on the theoretical assumptions of Critical Criminology, and on field research, through a semi-structured analysis with two managers and four technicians from the Social Office. An analysis of the collected data was carried out through its organization into five categories, which were defined by the number of outstanding themes in the respondents' answers and are as follows: 1) history and characterization of the Social Office; 2) execution of activities; 3) the policy for referral to work; 4) support network for the “egress”; and 5) resocialization through work. The results showed that the execution of activities allows for a unique service with the referral to specific demands of the person served, nevertheless, the Office has limitations following up after that point, which is the orientation given by the manuals that guide the policy. It was also pointed out that, despite companies contracted by the public administration being legally obliged to hire “egress” people, these companies commonly resist and delay the start of work for those people, even in the short pool of available vacancies. In addition, it was observed that the referral to the care network for social assistance, which is responsible for the effective care of the "egress" people, does not occur satisfactorily due to limitations in the mobilization of the network on the Office part and the weaknesses of the public agencies responsible for the distribution of social policies. The last category unveiled, as a result, that the public servants believe in the labor policy as a path to resocialization, pointing out hiring as a way to avoid recurrence, a correlation which this research demonstrates to not be confirmed. Finally, this study concluded that, notwithstanding the identified limitations, the Espírito Santo Social Office has carried out a work of great importance in this purpose of access to citizenship and the realization of human rights for people “egress” from the prison system. |

Contudo, em seu cotidiano, as prisões isolam as pessoas sem que tenham perspectivas de construir o futuro com cidadania, emancipação política, pensamento crítico e suporte do poder público durante o cumprimento da prisão e após alcançar a liberdade. É no momento desse retorno ao convívio social que atua o Escritório Social do Espírito Santo – objeto de estudo desta pesquisa –, prestando assistência às pessoas “egressas”. Essa política busca promover o atendimento qualificado para elas e suas famílias, encaminhando-as para assistência em áreas como trabalho, educação, saúde e outras políticas sociais. Após cinco anos de atuação desse equipamento público, que foi implantado de forma pioneira naquele estado pelo Conselho Nacional de Justiça (CNJ) e é executado pela Secretaria de Estado da Justiça do Espírito Santo (SEJUS/ES), este trabalho objetivou analisar os principais fundamentos e modo de funcionamento do Escritório Social do estado do Espírito Santo. Para tanto, neste estudo, utilizou-se a ferramenta da pesquisa qualitativa e foi traçado um percurso metodológico baseado em uma revisão bibliográfica, que privilegiou os pressupostos teóricos da Criminologia Crítica, e na pesquisa de campo, através de entrevistas semiestruturadas com dois gestores e quatro técnicos do Escritório Social. A análise dos dados coletados foi feita por meio da organização em cinco categorias, que foram definidas pela incidência marcante dos temas nas respostas dos entrevistados e são as seguintes: 1) histórico e caracterização do Escritório Social; 2) execução das atividades; 3) a política de encaminhamento para o trabalho; 4) rede de apoio às pessoas “egressas”; e 5) ressocialização pelo trabalho. Os resultados apontaram que a execução das atividades permite um atendimento singularizado com o encaminhamento para demandas específicas da pessoa atendida, entretanto, há limitações do Escritório para o acompanhamento após esse momento, que é orientação dos manuais que norteiam a política. Apontaram, ainda, que, apesar das empresas contratadas pela administração pública serem legalmente obrigadas a contratar pessoas “egressas”, aquelas, comumente, resistem e retardam o início do trabalho destas nas poucas vagas disponíveis. Ademais, observou-se que o encaminhamento para a rede de atenção socioassistencial, que é responsável pelo efetivo atendimento das pessoas “egressas”, não ocorre satisfatoriamente devido a limitações na mobilização da rede por parte do Escritório e a fragilidades dos órgãos responsáveis pela prestação das políticas sociais. A última categoria desvelou como resultado que os servidores acreditam na política do trabalho como caminho para a ressocialização, apontando a obtenção de emprego como meio para a não reincidência, correlação esta que a presente pesquisa demonstrou que não se confirma.
