“Um império de papel”: um histórico do ofício de escrivão da Câmara do Natal (1613-1759)

This dissertation analyzes the role of scrivener of the Assembly of Natal and the function developed for these officers in the bureaucratic administration of the Portuguese Empire, for the purpose of understanding their operation and their role as intermediaries in the relation between reign - center - and the Captaincy of Rio Grande - suburb. The temporal beacons are justified, in so far as, in the year of 1613, D. Filipe II ordered that were implemented the “modes of government” in the Captaincy of Rio Grande, creating an assembly with its related officers, and, between them, the function of scrivener of this building. The analysis ended in 1759, when for the order of Marquis of Pombal, elevated the existing indigenous settlements in the Rio Grande to the village category, resulting in the creation of new assemblies, with their respective counties scriveners, who had another kind of profile. It was used the Books of Files and Provision of Senate of Assembly of Natal and the Books of Terms of Council of this institution; as well as the parish records of Freguesia de Nossa Senhora da Apresentação; Historical Documents of the National Library of Rio de Janeiro; Single Documents and the Book of Mixed Query Log of Ultramarine Historical Archive - available online.It was also used the Book of General Registration of Mercy of D. Pedro II and the Processes of the Court of Holy Office of Évora under the guard of National Archive of Tower of Tombo, also online. These documentary sets were analyzed with intensive data crossing, based on indicia and onomastic methods, under the perspective of the relation center and suburb. It was examined the scrivener practices of the Assembly of Natal, confronting them to the established prescriptions by Ordenações Filipinas. This way was clarified the function of the broker - a kind of intermediary - developed by the assembling scriveners of Natal in the institutional networks of circulation of information by the Empire, in the levels of intracaptaincy, intercaptaincy and transcontinental. It was established the social and economic profiles of the agents provided in the county secretary of Natal, for the purpose of understanding the representativeness of these officers in the local society. It was discussed the venal character of this role, interconnecting them to the polemic and controversy of this practice to the Portuguese Crown. It was established, lastly, the emblematic trajectory of social ascension of Bento Ferreira Mouzinho, - Portuguese, criminal and fugitive -, who was scrivener from Assembly of Natal for seventeen years, even assuming, posteriorly, the role of provider of the Royal Treasury of Rio Grande and judge of orphans of Captaincy of Itamaracá. Finally, it was realized that the process of conquest/colonization also passed by the role of scrivener of Assembly of Natal, especially according to the mobility of the agents who were provided in this function. Add to that, the importance of the county scrivener as intermediary between literate universe and illiterate, even as to the interinstitutional communication in the Empire. Lastly, it was understood the strategic character of this role in the local geopolitical context, verified in the contention for hegemonic domain of the script for some families.
