The scientific cognition unveiled in this dissertation deals with technological development and its unavoidable role in the achievement of constitutional duties, mainly in the field of action of the hypermodern State of Law. This problem of converting the analog public administration to a plan on track disruptive, as a technological dynamo, has the insertion of applications of Artificial Intelligence (AI). The central guide of investigation echoes the relationship between technological change - at high speed and on various platforms, and the parameterization of its determination in the tasks of Public Administration, in the perspective of a multiform, digital, deflecting and constitutionally legitimate democratic construction. Based on a bibliographic-doctrinal analysis, the confluence of machine intelligence in the state sphere and the concreteness of the fundamental right to good Digital Public Administration are argued, in the light of the constitutional axiological plexus. Emphasis is placed on the evaluative burden of efficiency and its speed-up effect on state action, and on cyber transparency in the line of information publicity in digital media and its state drive. On a continuous basis, conceptual incursions are undertaken regarding machine intelligence and the defense of an ethical-legal protocol capable of regulating the operational biases of AI, in safeguarding the human. Finally, national scenarios of AI application are presented, which are connected with the desideratum of a technological and public constitutional administration.
