|Resumo inglês:||The National School Feeding Program (PNAE) is a public policy implemented in Brazil for more than 60 years in an uninterrupted manner with the objective of offering school meals and food and nutrition education to students of all stages of public education. The implementation of the Program occurs in all Brazilian municipalities through the receipt of public funds passed on by the National Education Development Fund (FNDE) and by the performance of several other actions regulated by the Central Government. In this context, considering the theoretical field that analyzes the implementation of a public policy by top-down or botton-up slopes and also, by the Brazilian federative model and the socioeconomic difficulties experienced by the municipalities, we sought with this thesis to identify aspects in public policy which affect its implementation and answer the following question: do the problems encountered in the implementation of the PNAE originate from the formulated model or the bureaucratic link at the implementation level? Based on this research problem, the objective was to identify the main bottlenecks in the PNAE implementation process at the national level and their possible generating factors. Initially, it was hypothesized that the problems in the implementation of the Program stem from the little plural guidelines for the execution of the PNAE and the local interests of individual bureaucrats. The methodology used in the construction of the study was the documentary and content analysis of the Inspection Reports of the Federative Entities of the Ministry of Transparency and General Controllership of the Union, Reports of the Annual Audit of Accounts and the Management Reports of FNDE, besides the State of Art with the scientific studies that study the PNAE. Finally, Pearson's correlation was made between the data found and socioeconomic indexes. The results pointed out failures in all the steps necessary to implement the PNAE, both due to difficulties due to normative guidelines and due to management failures. It was concluded that the problem in the implementation of public policies in Brazil is not only due to the federative institutional design that, in a contradiction, strengthens at the same time that it weakens the municipality, but also, through the actions of municipal managers, thus highlighting the need to structure a more effective PNAE control and inspection system by the FNDE, as well as to create tools and indicators to evaluate the achievement of the Program's objectives that can bring about changes according to the specificities of the Brazilian municipalities.|
