Resumo: The present research sought to examine the political, ideological, financial and educational conditionalities for the financing of educational policy, presented by the World Bank on the documents and contracts of the Multisectoral Project for the Development of Paraná implemented in the state during the period of the governments of Carlos Alberto Richa (2011 – 2017). The objective was to understand the Brazilian public debt process and external loans related to economic and social adjustment; to analyze the process of indebtedness and external financing of the social policies implemented in the state of Paraná, during the mentioned period; to examine in particular the conditionalities presented for the financing of educational policy in documents and contracts, taking into account that the debts come from the loan with the World Bank. For the development of this research, a search was made in the Theses and Dissertations Bank of Capes and on the page of the Planning and General Coordination Office of the Government of Paraná, where the Portuguese version of the necessary contracts and manuals was found. Among the documents used to analyze the part of the financing of the Multisectoral Project for the Development of Paraná are: loan agreement number 8201- BR; periodic reports and the Project Operational Manual in volumes 1 and 4. The characteristics of the capitalist state and its relation to social policies, and more specifically to educational policy, were taken into account in order to expound on the public debt and its system. It is considered that the capitalist state has benefited the ruling class and that, by giving priority to the payment of the public debt, has harmed a large part of the population that depends on quality social policies. Concomitantly, the financialization process implies focused policies, which directly affect educational policy, since privatization is valued. Throughout this work, we discourse on political, ideological, financial and educational aspects. It is considered that these are interconnected, since the financing of educational policy in Paraná is directly related to the political and ideological aspect. International organizations, especially the Multisectoral Development Project of Paraná and the World Bank, have dictated how state education should be. It is noted, therefore, that few resources are allocated to the educational area, when compared to other sectors. It is also noticed that the documents of the Project have emphasized the effectiveness and quality of the educational system.

Objetivou-se entender o processo da dívida pública brasileira e os empréstimos externos relacionados ao ajuste econômico e social; analisar o processo de endividamento e financiamento externo das políticas sociais implementadas no estado do Paraná, no período mencionado; examinar, de forma particular, as condicionalidades apresentadas para o financiamento da política educacional em documentos e contratos, levando em consideração que as dívidas são oriundas do empréstimo junto ao Banco Mundial. Para o desenvolvimento desta pesquisa, realizou-se uma busca no Banco de Teses e Dissertações da Capes e na página da Secretaria de Planejamento e Coordenação Geral do Governo do Paraná, em que foi encontrada a versão em português dos contratos e manuais necessários. Entre os documentos usados para analisar a parte do financiamento do Projeto Multissetorial para o Desenvolvimento do Paraná estão: o contrato de empréstimo número 8201- BR; os relatórios periódicos e o Manual operativo do Projeto nos volumes 1 e 4. Foram levadas em consideração as características do estado capitalista e sua relação com as políticas sociais, mais especificamente com a política educacional, a fim de que fossem tecidas algumas considerações acerca da dívida pública e o seu sistema. Considera-se que o Estado capitalista tem beneficiado a classe dominante e que, ao dar prioridade ao pagamento da dívida pública, tem prejudicado grande parte da população que depende de políticas sociais de qualidade. Concomitantemente, o processo de financeirização implica políticas focalizadas, as quais afetam diretamente a política educacional, dado que a privatização passa a ser valorizada. Discorre-se, ao longo deste trabalho, a respeito de aspectos políticos, ideológicos, financeiros e educacionais. Considera-se que esses estão interligados, uma vez que o financiamento da política educacional no Paraná está diretamente relacionado ao aspecto político e ideológico. Os organismos internacionais, especialmente o Projeto Multissetorial para o Desenvolvimento do Paraná e o Banco Mundial, têm ditado como deve ser a educação do estado. Nota-se, assim, que poucos recursos são destinados à área educacional, se comparada a outros setores.
