The study verifies the extent to which TV Brasil, created in 2007 by President Luiz Inácio Lula da Silva, is indeed a democratic model of public television, aiming to "develop the critical awareness of the citizen, through educational, artistic, cultural, informational, scientific programming and promoting citizenship , as determined in its Statute. The work describes and analyzes the construction of the TV Network during the period from 2007 to 2010. It analyzes the power relations and the debate among different sectors of government and the organized civil society involved in the process of democratization of Brazilian broadcasting, and the creation and implementation of the model of public television in Brazil. It discusses the management, production and financing processes of the TV Network, including the pitching1 system adopted. It defines how the TV Network profile is made of, based on the description of the weekly schedule, distributed in schedule and gender, through a general program mapping, and a brief comparative analysis of the grid schedule among three TV Networks: TV Globo, TV Cultura and TV Brasil 2009 2010. This is an exploratory research. The central methodology is The Case Study (YIN, 2005) of exploratory and qualitative nature. It examines the changes and trends presented during the period studied. Although there are management and technical difficulties related to broadcasting, coverage and signal quality, as well as the lack of funding for the dissemination and constitution of its programming, the TV Brasil offers a new paradigm to the public field of radio and television. Thus it is confirmed, its viability as an alternative and democratic management model and the operation of the public television in the country, upon becoming an agent for promoting the integration of Brazilian society. It is noteworthy, however, that the broadcaster is also looking for new ways and must improve itself through the process of consolidation, either under its management or its programming
