Resumo: The objective of this research is to verify the theoretical and practical aspects that contribute to the development of democratic management, focusing on the experience of the Child Participatory Budgeting Program that took place in a municipality in Greater São Paulo. To this end, the work took as its object the managerial and teaching experience during the Child-Participatory Budgeting (OP-Criança), which took place in a sector of the Education Department, which comprises two schools in the municipality of Santo André. The research universe was restricted to the examination of these experiences, in the period from 2013 to 2016. It is a qualitative research, whose methodological data collection procedures used the bibliographic research and the questionnaire carried out with three managers, who participated in the Child-Participatory Budgeting in Santo André, and four teachers from the Municipal Education Network of the city in question. The problematic of this work can be explained in the following question: “From the analysis of the Child-Participatory Budgeting experience in Santo André, what are the founding elements to promote the effective participation of children in the processes of management and pedagogical practice?”. The theoretical framework of this work is supported by the educational conception of Paulo Freire and other authors who follow the tradition of liberating pedagogies and the democratic management of education. The examination of the reality in question revealed what the Child-Participatory Budgeting contributed to the democratic formation in the municipal network of Santo André, especially with regard to the expansion of children's participation in school decisions. It showed, on the other hand, that teacher training needs to be closer to the school reality, and, at the same time, to deepen the theoretical reflections based on authors and educational concepts with a critical and democratic approach. Thus, although the Participatory Budget has not managed to solve all the main problems of schools, it can be considered an important milestone in the municipal network of Santo André, contributing to the promotion of democratic, reflective and participatory education, so that our children can become involved. make agents aware of the reading of the world and of everyday social reality.

Para ello, el trabajo tuvo como objeto la experiencia gerencial y docente durante el Presupuesto Participativo Infantil (OP-Niño), que se llevó a cabo en un sector de la Secretaría de Educación, que comprende dos escuelas del municipio de Santo André. El universo de investigación se restringió al examen de estas experiencias, en el período de 2013 a 2016. Se trata de una investigación cualitativa, cuyos procedimientos de recolección de datos metodológicos utilizaron la investigación bibliográfica y el cuestionario realizado con tres gestores, quienes participaron en el Programa Participativo Infantil. Presupuesto en Santo André, y cuatro docentes de la Red Municipal de Educación de la ciudad en cuestión. La problemática de este trabajo se puede explicar en la siguiente pregunta: “A partir del análisis de la experiencia OP-Criança en Santo André, ¿cuáles son los elementos fundacionales para promover la participación efectiva de los niños en los procesos de gestión y práctica pedagógica?”. El marco teórico de este trabajo se sustenta en la concepción educativa de Paulo Freire y otros autores que siguen la tradición de las pedagogías liberadoras y la gestión democrática de la educación. El examen de la realidad en cuestión reveló lo que el OP-Criança aportó a la formación democrática en la red municipal de Santo André, especialmente en lo que respecta a la ampliación de la participación de los niños en las decisiones escolares. Demostró, por otro lado, que la formación docente debe acercarse a la realidad escolar y, al mismo tiempo, profundizar las reflexiones teóricas a partir de autores y conceptos educativos con enfoque crítico y democrático. Así, si bien el Presupuesto Participativo no ha logrado resolver todos los principales problemas de las escuelas, puede considerarse un hito importante en la red municipal de Santo André, contribuyendo a la promoción de la educación democrática, reflexiva y participativa, para que nuestros hijos puedan Involucrarse, concienciar a los agentes de la lectura del mundo y de la realidad social cotidiana.O objetivo desta pesquisa é verificar os aspectos teórico-práticos que contribuem para o desenvolvimento da gestão democrática, tendo como foco de análise a experiência do Programa Orçamento Participativo Criança ocorrida num município da Grande São Paulo. Para tanto, o trabalho tomou como objeto a experiência gestora e docente durante o Orçamento Participativo Criança (OP-Criança), ocorrida em um setor da Secretaria de Educação, que compreende duas escolas do Município de Santo André. O universo da pesquisa restringiu-se ao exame dessas experiências, no período de 2013 a 2016. Trata-se de uma pesquisa de natureza qualitativa, cujos procedimentos metodológicos de coleta de dados utilizaram-se da pesquisa bibliográfica e do questionário realizado junto a três gestoras, que participaram do Orçamento Participativo Criança em Santo André, e quatro professoras da Rede Municipal de Educação da cidade em questão. A problemática deste trabalho pode ser explicitada na seguinte questão: “A partir da análise da experiência do OP-Criança em Santo André, quais são os elementos fundantes para se promover a participação efetiva das crianças nos processos da gestão e da prática pedagógica?”. O referencial teórico deste trabalho está amparado na concepção educacional de Paulo Freire e de outros autores que seguem a tradição das pedagogias libertadoras e da gestão democrática da educação. O exame da realidade em questão revelou o que o OP-Criança contribuiu para a formação democrática na rede municipal de Santo André, especialmente no que diz respeito à ampliação da participação das crianças nas decisões da escola. Mostrou, por outro lado, que a formação docente necessita de uma maior proximidade com a realidade escolar, e, ao mesmo tempo, de maior aprofundamento das reflexões teóricas baseadas em autores e conceitos educacionais de abordagem crítica e democrática.
