Resumo: Small and Medium Enterprises (SMEs) are socially and economically relevant at regional and global levels. However, they still suffer from a lack of resources and robustness in their management. Project Management (PM) is an attempt to improve the management and business resources of SMEs. Nevertheless, the SMEs environment hinders the application of PM due to resource shortages, disinterest from managers and owners, often caused by a lack of value perception or project management knowledge. In this context, this thesis aimed to propose a project-based management model for SMEs. The thesis was structured into three studies. The first study used a systematic literature review to understand how PM is addressed in the SME environment in academic literature, identifying the main benefits and limitations of applying PM in SMEs. The second study, conducted in 20 SMEs, sought empirical evidence on how PM practices are applied. Studies 1 and 2 identified the theoretical and empirical landscape of PM application in SMEs. Study 3 was based on these findings to establish conditions for using PM processes to manage SMEs. The PM-based SMEs Management model aims to address limitations of existing models through a step-by-step implementation, considering premises and constraints. For educational purposes, the thesis recommended investors and managers to implement a project-based management model, demonstrating the benefits and implementation guidelines. The model is designed to be robust yet easily understood and applicable in the SME context, consisting of four stages: diagnosis, planning, execution, and evaluation and validation, which can be performed recursively until achieving a satisfactory management model for managers, owners, and partners. As empirical evidence of the model's application, we present reports from a student company on perceived improvements in their management routine. Despite the initial focus on creating a project-based management model for SMEs, our research necessitated a computer program to support this model. In the program, our management model was replicated, involving the implementation of projectized routines, activities focused on control and formalization without the need for complexity in this process. As a contribution and impact for practitioners, we generated not only the project-based management model but also a computer program adaptable to the needs of applying companies. This research aligns with research line 2: "Project Management," linked to the Postgraduate Program in Project Management – PPGP UNINOVE. This thesis also aligns with other projects of its supervisor related to the projects-axis "People Management and Project Management." It is worth noting that the proposed model and the computer program developed with this thesis focus on an economic and social issue relevant to society, aiming to assist in the success and survival rates of SMEs.

O Gerenciamento de Projeto (GP) é uma tentativa de melhoria na gestão empresarial das PMES e de seus recursos. Contudo, o ambiente das PMEs dificulta a aplicabilidade do GP, devido à falta de recursos, além de desinteresse dos gestores e proprietários, ocasionado diversas vezes pela não percepção de valor, ou falta de conhecimento em gestão de projetos. Neste contexto, essa tese foi estruturada em três estudos e teve como objetivo propor um modelo de gestão baseado em projetos para PMEs. O primeiro estudo utilizou uma revisão sistemática da literatura para identificar como o GP é abordado no ambiente das PMEs na literatura acadêmica. Por meio desta revisão, identificamos os principais benefícios e limitações da aplicação do GP nas PMEs. O segundo estudo foi uma análise realizada em 20 PMEs, visando buscar evidências empíricas sobre como as práticas de GP são aplicadas em PMEs. Os estudos 1 e 2 serviram para a identificação do panorama teórico e empíricos da aplicação do GP em PMEs. O estudo 3 foi embasado nestas evidências levantadas para fornecer condições para a utilização de processos de GP para gerir PMEs. O modelo de Gestão de PMEs baseado em GP desenvolvido nesta tese visa ajudar a resolver limitações dos modelos existentes, por meio de um passo a passo de implementação, de premissas e restrições que devem ser observadas durante esta aplicação. Para fins didáticos, a tese encoraja os proprietários e gestores aimplementarem um modelo de gestão baseado em projetos, demonstrando os benefícios que podem gerar a partir dessa implementação e descrevendo como ele deve ser implementado. O modelo foi construído para ser robusto, mas também permitir o seu fácil entendimento e aplicação, ao mesmo tempo em que atende ao contexto das PMEs. Este modelo é constituído de quatro etapas: (i) diagnostico; (ii) planejamento;(iii) execução e; (iv) avaliação e validação. Estas etapas podem ser realizadas de maneira recursiva, ou seja, pode-se repetir as etapas até que se alcance um modelo de gestão satisfatório a seus gestores, proprietários e colaboradores. Como evidências empíricas da aplicação do modelo, trazemos relatos da empresa estudada sobre melhorias percebidas em sua rotina de gestão. Apesar do foco inicial desta tese ser a criação do modelo de gestão baseada em projetos para PMEs, foi demandado durante a nossa pesquisa, um programa de computador para o apoio deste modelo. No programa, foi replicado o nosso modelo de gestão, visando a implementação de rotinas projetizadas, atividades com foco no controle e formalização, sem a necessidade de rigidez neste processo. Portanto, como contribuição e impacto aos praticantes, geramos, além do modelo de gestão baseado em projetos, um programa de computador, que pode ser adaptado às necessidades da empresa que pretende aplicar. Esta pesquisa está alinhada com a linha de pesquisa 2: “Gerenciamento de Projetos”, vinculada ao Programa de Pós-Graduação em Gestão de Projetos – PPGP UNINOVE. A presente tese também está alinhada com outras pesquisas de seu orientador vinculadas ao projetos-eixo “Gestão de Pessoas e o Gerenciamento de Projetos”.
