Resumo: This participant-research aimed to investigate the continuing education of Conflict Mediators, to verify if they were aware of the strategies of Restorative Discipline and the principles of Educommunication. The specific objectives were: to know how conflict mediators are formed in the municipal network of São Paulo – Pirituba-Jaraguá Regional Board of Education and to identify aspects of the Restorative Discipline and Educommunication that could be useful in their respective training. The questions that guided the investigation were: How are mediators trained to deal with conflicts? Are the mediators aware of the strategies of the Restorative Discipline for mediating conflicts in school contexts? Do you know the importance of Educommunication in your dialogical relationships? We start from the hypothesis that qualified training for conflict mediators could minimize the side effects of violence in school spaces, through knowledge of conflict mediation strategies, based on the Restorative Discipline and the principles of Educommunication. The research universe included 114 mediators from the municipal schools of the Pirituba/Jaraguá Regional Education Office. The methodology used was of an exploratory qualitative-quantitative nature and the data collection instruments were semi-open questionnaires sent by electronic forms by circular nº 32/2020. The theoretical framework had as main sources: laws, resolutions, official government documents in the federal and municipal spheres, and leading scholars on the subject, namely: Law No. 9394/96 - Law of Guidelines and Bases of National Education, Law No. 8069/90 – Statute of Children and Adolescents, Federal Constitution of the Federative Republic of Brazil, 1988; Federal Resolution 125/2009, Municipal Decree 56560/2015, Municipal Ordinance 2974/2016 and Normative Instruction 20/2020; as well as books and articles by reference authors on the subject: Antonio Teodoro; Howard Zehr; Judy Mullet & Lorraine Amstutz; Ismar de Oliveira Soares; Marshal Rosenberg; Michel Apple; Moacyr Gadotti and Paulo Freire. Data were analyzed based on Laurence Bardin's content analysis proposal and through a detailed examination, we identified that most of the interviewees do not participate in training meetings offered by the Division of Unified Educational Centers and Integral Education (DICÉU), not thus consolidating their training in this area and showing how much this is still not important for some UEs. As there is no effective dissemination of knowledge, there is a deficiency in the training of conflict mediators, contributing to the fragility of the actions of the mediation commissions. The results pointed to the need to review the processes that involve these trainings, to make them more powerful and effective, understanding that their individual and collective practices need to be monitored and constantly revised.

Los objetivos específicos fueron: conocer cómo ocurre la formación de mediadores de conflictos en la red municipal de São Paulo - Dirección Regional de Educación Pirituba-Jaraguá, e identificar aspectos de la Disciplina Restauradora y Educomunicación que puedan ser útiles en su respectiva formación. Las preguntas que guiaron la investigación fueron: ¿Cómo se capacita a los mediadores para enfrentar conflictos? ¿Los mediadores conocen las estrategias de la Disciplina Restauradora para mediar conflictos en contextos escolares? ¿Conoce la importancia de la Educomunicación en sus relaciones dialógicas? Partimos de la hipótesis de que la formación cualificada de mediadores de conflictos podría minimizar los efectos colaterales de la violencia en los espacios escolares, a través del conocimiento de estrategias de mediación de conflictos, basadas en la Disciplina Restauradora y los principios de la Educomunicación. El universo de investigación incluyó a 114 mediadores de las escuelas municipales de la Dirección Regional de Educación Pirituba / Jaraguá. La metodología utilizada fue de carácter exploratorio cualitativo-cuantitativo y los instrumentos de recogida de datos fueron cuestionarios semiabiertos enviados mediante formularios electrónicos mediante circular nº 32/2020. El marco teórico tuvo como principales fuentes: leyes, resoluciones, documentos oficiales del gobierno en el ámbito federal y municipal, y destacados académicos en el tema, a saber: Ley No. 9394/96 - Ley de Lineamientos y Bases de la Educación Nacional, Ley No. 8069/90 - Estatuto de la Niñez y la Adolescencia, Constitución Federal de la República Federativa de Brasil, 1988; Resolución Federal 125/2009, Decreto Municipal 56560/2015, Ordenanza Municipal 2974/2016 e Instrucción Normativa 20/2020; así como libros y artículos de autores de referencia sobre el tema: Antonio Teodoro; Howard Zehr; Judy Mullet y Lorraine Amstutz; Ismar de Oliveira Soares; El mariscal Rosenberg; Michel Apple; Moacyr Gadotti y Paulo Freire. Los datos fueron analizados a partir de la propuesta de análisis de contenido de Laurence Bardin y, en base a un examen detallado, identificamos que la mayoría de los entrevistados no participan en las reuniones de capacitación que ofrece la División de Centros Educativos Unificados y Educación Integral (DICÉU), no consolidando así su formación en esta área y mostrando cuánto esto todavía no es importante para algunas UE. Como no existe una difusión efectiva del conocimiento, existe una deficiencia en la formación de mediadores de conflictos, lo que contribuye a la fragilidad de las acciones de las comisiones de mediación. Los resultados señalaron la necesidad de revisar los procesos que involucran estas capacitaciones, para hacerlas más poderosas y efectivas, entendiendo que sus prácticas individuales y colectivas necesitan ser monitoreadas y revisadas constantemente.Esta pesquisa-participante teve como objetivo geral investigar a formação continuada dos Mediadores de Conflitos, para verificar se eles tinham conhecimento das estratégias da Disciplina Restaurativa e dos princípios da Educomunicação. Os objetivos específicos foram: conhecer como ocorre a formação dos mediadores de conflitos da rede municipal de São Paulo Diretoria Regional de Educação Pirituba Jaraguá e identificar aspectos da Disciplina Restaurativa e da Educomunicação que poderiam ser úteis em suas respectivas formações. As questões que orientaram a investigação foram: Como é feita a formação dos mediadores para o enfrentamento dos conflitos? Os mediadores têm conhecimento das estratégias da Disciplina Restaurativa para a mediação de conflitos nos contextos escolares? Conhecem a importância da Educomunicação em suas relações dialógicas? Partimos da hipótese de que uma formação qualificada para os mediadores de conflitos poderia minimizar os efeitos colaterais da violência nos espaços escolares, por meio do conhecimento de estratégias de mediação de conflitos, a partir da Disciplina Restaurativa e dos princípios da Educomunicação. O universo da pesquisa contemplou 114 mediadores das escolas municipais da Delegacia Regional de Educação Pirituba/Jaraguá. A metodologia utilizada foi de cunho quali-quantitativo do tipo exploratório e os instrumentos de coleta de dados foram questionários semi-abertos enviados por formulários eletrônicos pela circular de nº 32/2020. O referencial teórico teve como fontes principais: leis, resoluções, documentos oficiais do governo nas esferas federais e municipais, e estudiosos expoentes do assunto, sendo: Lei nº 9394/96 – Lei de Diretrizes e Bases da Educação Nacional, Lei nº 8069/90 – Estatuto da Criança e do Adolescente, Constituição Federal da República Federativa do Brasil de 1988; Resolução Federal 125/2009, Decreto Municipal 56.560/2015, Portaria Municipal 2974/2016 e Instrução Normativa de nº20/2020; bem como livros e artigos de autores referenciais no assunto: Antonio Teodoro; Howar Zehr; Judy Mullet & Lorraine Amstutz; Ismar de Oliveira Soares; Marshal Rosenberg; Michel Apple; Moacyr Gadotti e Paulo Freire. Os dados foram analisados a partir da proposta de análise de conteúdo de Laurence Bardin e a partir de um exame detalhado, identificamos que grande parte dos entrevistados não participam das reuniões formativas oferecidas pela Divisão dos Centros Educacionais Unificados e da Educação Integral (DICÉU), não consolidando dessa forma sua formação nessa área e evidenciando o quanto isso ainda não é importante para algumas UE´s. Por não haver uma efetividade na difusão dos conhecimentos, gera-se uma deficiência na formação dos mediadores de conflitos, colaborando para a fragilidade das ações das comissões de mediação. description This participant-research aimed to investigate the continuing education of Conflict Mediators, to verify if they were aware of the strategies of Restorative Discipline and the principles of Educommunication. The specific objectives were: to know how conflict mediators are formed in the municipal network of São Paulo – Pirituba-Jaraguá Regional Board of Education and to identify aspects of the Restorative Discipline and Educommunication that could be useful in their respective training. The questions that guided the investigation were: How are mediators trained to deal with conflicts? Are the mediators aware of the strategies of the Restorative Discipline for mediating conflicts in school contexts? Do you know the importance of Educommunication in your dialogical relationships? We start from the hypothesis that qualified training for conflict mediators could minimize the side effects of violence in school spaces, through knowledge of conflict mediation strategies, based on the Restorative Discipline and the principles of Educommunication. The research universe included 114 mediators from the municipal schools of the Pirituba/Jaraguá Regional Education Office. The methodology used was of an exploratory qualitative-quantitative nature and the data collection instruments were semi-open questionnaires sent by electronic forms by circular nº 32/2020. The theoretical framework had as main sources: laws, resolutions, official government documents in the federal and municipal spheres, and leading scholars on the subject, namely: Law No. 9394/96 - Law of Guidelines and Bases of National Education, Law No. 8069/90 – Statute of Children and Adolescents, Federal Constitution of the Federative Republic of Brazil, 1988; Federal Resolution 125/2009, Municipal Decree 56560/2015, Municipal Ordinance 2974/2016 and Normative Instruction 20/2020; as well as books and articles by reference authors on the subject: Antonio Teodoro; Howard Zehr; Judy Mullet & Lorraine Amstutz; Ismar de Oliveira Soares; Marshal Rosenberg; Michel Apple; Moacyr Gadotti and Paulo Freire. Data were analyzed based on Laurence Bardin's content analysis proposal and through a detailed examination, we identified that most of the interviewees do not participate in training meetings offered by the Division of Unified Educational Centers and Integral Education (DICÉU), not thus consolidating their training in this area and showing how much this is still not important for some UEs. As there is no effective dissemination of knowledge, there is a deficiency in the training of conflict mediators, contributing to the fragility of the actions of the mediation commissions. The results pointed to the need to review the processes that involve these trainings, to make them more powerful and effective, understanding that their individual and collective practices need to be monitored and constantly revised.
