This dissertation analyzes how the introduction of risk management by Project Sentinel Hospitals, public policy implemented by the Agência Nacional de Vigilância Sanitária (Anvisa), influenced the procurement process carried out in a hospital belonging to the Sentinel Network. In this perspective, the specific objectives of the research are: a) present the main guidelines of Project Sentinel Hospitals which provided for the improvement of the quality of public procurement with the introduction of risk management in hospitals, b) analyze the actions developed by Risk Management, hospital staff and purchasing staff researched the institution before during and after the implementation of Project Sentinel Hospitals, c) check the effects of the implementation of Risk Management by Project Sentinel Hospitals in improving the procurement of research institution. For the construction of analysis became the basis for concepts of literature pertaining to procurement, the bidding process of trading, to electronic procurement systems, the opportunism, the management of health services, quality in procurement and management of risks from the perspective of project management. The research methodology adopted was the case study exploratory and descriptive in a public hospital of São Paulo who was part of Project Sentinel Hospitals and currently part of the network of hospitals implemented in 2011. The information was obtained through interviews with professionals Sector Purchasing and Sentinel Staff of the hospital, through information gathering and analysis of electronic trading records of the institution on the website of the Bolsa Eletrônica de Compras and through Anvisa institutional documents and research institution. Was obtained as a conclusion that Project Sentinel Hospitals helped integrate the actions of teams buying and Sentinel Staff of the hospital, both in creating a culture of "risk management" of procurement and, consequently, reducing opportunistic behavior of suppliers ensuring therefore, the higher quality procurement.
