Resumo: The financing of basic brazilian education is a relevant topic for the right to public education and for the reduction of inequalities. Throughout history, Brazilian education has been disputed by different groups. Many of these groups have had objectives antagonistic to the defense of the public school. This research has as its object of study the fundamentals of financing basic education. It analyzes the principles that guide decisions about the financing of Basic Education today. It questions the extent to which investments in Basic Education have contributed to the reduction of inequalities, and specifically, what the impacts are on municipal public education. The following questions are asked: What are the foundations that guide decisions about the financing of Basic Education today? To what extent has the current funding for Basic Education contributed to reducing educational inequalities? What are the impacts of financing policies for Basic Education on education expenses of the municipal network of Santo André? The raised hypothesis is that public financing policies for Basic Education at the national and local level, in the Santo André municipal education network, are based on the transformations of capital and assuming principles contrary to the guarantee of the right to public education. The theoretical framework, based on the understanding of financial capital and the model of society and culture that are constituted in this context, allows analyzing the dichotomy between economic interests and social rights present in contemporary education. Theodor Adorno's negative dialectic, as a method for understanding the object, allows analyzing the recent transformations of financialization.The research adopts a qualitative and quantitative approach and uses bibliographic, documentary and data research. The empirical research analyzes the education expenses of the Santo André city hall - SP from 2010, the year in which the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals - Fundeb, the main instrument for financing basic education, reached its full functioning. The data confirms that capital crises have an impact on the financing of Basic Education and deepen educational and socials inequalities. The data also illustrates the subordination of educational policy to economic policy despite advances in educational legislation, as well as the lack of democratization of education financing. This is observed in the fragility of transparency, in the dispute of different groups for investment in education and in the postponement of regulation of education minimum quality standards through Student-Quality Cost-CAQ. At the local level, in the Santo André municipal education network, there are contradictions in the destination of the expenditure that increase educational and social inequalities. This theme is relevant to the extent that it is available in favor of public schools and the democratization of education financing to guarantee the right to basic, public, free and quality education, present in the 1988 Constitution.

Esta investigación fue estudiada como objeto de los fundamentos del financiamiento de la Educación Básica. Analiza los principios que orientan las decisiones o el financiamiento de la Educación Básica en la actualidad. Se cuestiona hasta qué punto las inversiones en Educación Básica han contribuido a la reducción de las desigualdades y cuáles son los impactos en la educación pública municipal, en particular. Resuelve las siguientes interrogantes: ¿Cuáles son los fundamentos que orientan las decisiones o el financiamiento de la Educación Básica en la actualidad? ¿En qué medida la financiación actual de la Educación Básica ha contribuido a reducir las desigualdades educativas? ¿Cuáles son los impactos de las políticas de financiamiento de la Educación Básica sobre el gasto educativo en la red municipal de Santo André? La hipótesis planteada es que las políticas públicas de financiamiento de la Educación Básica a nivel nacional y local, en la red educativa municipal de Santo André, se basan en las transformaciones del capital y asumen principios contrarios a la garantía del derecho a la educación pública. El marco teórico, basado en la comprensión del capital financiero y el modelo de sociedad y cultura que se constituye en este contexto, permite analizar la dicotomía entre intereses económicos y lineamientos sociales presentes en la educación contemporánea. Una dialéctica negativa, de Theodor Adorno, como método de comprensión del objeto, permite analizar los cambios recientes en la financiarización. La investigación adopta un enfoque cualitativo y cuantitativo y utiliza investigación bibliográfica, documental y de datos. La investigación empírica analiza el gasto en educación de la Alcaldía de Santo André - SP a partir de 2010, año en el que se creó el Fondo para el Mantenimiento y Desarrollo de la Educación Básica y la Valorización de Profesionales de la Educación - Fundeb, principal instrumento de financiamiento de la Educación Básica , alcanzó su pleno funcionamiento. Los datos confirman que las crisis de capital tienen un impacto en el financiamiento de la Educación Básica y profundizan las desigualdades sociales y educativas. Indican la subordinación de la política educativa a la política económica, a pesar de los avances en la legislación educativa, así como la falta de democratización del financiamiento educativo, observada en la fragilidad de la transparencia, en la disputa de diferentes grupos por la inversión en educación y en el aplazamiento de la regulación de la educación Estándares mínimos de calidad a través del Costo de Calidad del Estudiante - CAQ. A nivel local, en la red de educación municipal de Santo André, existen contradicciones en el destino del gasto que aumentan las desigualdades educativas y sociales. Este tema es relevante ya que favorece la escuela pública y la democratización del financiamiento de la educación para garantizar el derecho a una educación básica, pública, gratuita y de calidad, presente en la Constitución de 1988.O financiamento da Educação Básica brasileira é um tema relevante para o direito à educação pública e para a diminuição das desigualdades. Esta pesquisa tem como objeto de estudo os fundamentos do financiamento da Educação Básica. Analisa os princípios que orientam as decisões sobre o financiamento da Educação Básica na atualidade. Problematiza em que medida os investimentos na Educação Básica têm contribuído para a diminuição das desigualdades e quais são os impactos à educação pública municipal, especialmente. Dispõem-se as seguintes questões: Quais fundamentos orientam as decisões sobre o financiamento da Educação Básica na atualidade? Em que medida o financiamento vigente da Educação Básica tem contribuído para a diminuição das desigualdades educacionais? Quais os impactos das políticas de financiamento da Educação Básica nos gastos da educação da rede municipal de Santo André? A hipótese levantada é de que as políticas públicas de financiamento da Educação Básica em âmbito nacional e local, na rede municipal de Educação de Santo André, se alicerçam nas transformações do capital e assumem princípios contrários à garantia do direito à educação pública. O referencial teórico, pautado na compreensão do capital financeiro e do modelo de sociedade e cultura que se constituem nesse contexto, permite analisar a dicotomia entre os interesses econômicos e os direitos sociais presentes na educação contemporânea. A dialética negativa, de Theodor Adorno, como método para a compreensão do objeto, permite analisar as transformações recentes da financeirização. A pesquisa adota um enfoque quali-quantitativo e utiliza-se da pesquisa bibliográfica, documental e de dados. A pesquisa empírica analisa os gastos com educação da prefeitura municipal de Santo André - SP a partir de 2010, ano em que o Fundo de Manutenção e Desenvolvimento da Educação Básica e de Valorização dos Profissionais da Educação - Fundeb, principal instrumento de financiamento da Educação Básica, atingiu seu pleno funcionamento. Os dados confirmam que as crises do capital impactam no financiamento da Educação Básica e aprofundam as desigualdades sociais e educacionais. Indicam a subordinação da política educacional à política econômica, apesar dos avanços nas legislações educacionais, bem como, a falta de democratização do financiamento da educação, observados na fragilidade da transparência, na disputa de diferentes grupos pelos investimentos da educação e no adiamento da regulamentação dos padrões mínimos de qualidade por meio do Custo Aluno-Qualidade - CAQ. Em nível local, na rede municipal de Educação de Santo André, observam-se contradições no destino do gasto que aumentam as desigualdades educacionais e sociais. To what extent has the current funding for Basic Education contributed to reducing educational inequalities? What are the impacts of financing policies for Basic Education on education expenses of the municipal network of Santo André? The raised hypothesis is that public financing policies for Basic Education at the national and local level, in the Santo André municipal education network, are based on the transformations of capital and assuming principles contrary to the guarantee of the right to public education. The theoretical framework, based on the understanding of financial capital and the model of society and culture that are constituted in this context, allows analyzing the dichotomy between economic interests and social rights present in contemporary education. Theodor Adorno's negative dialectic, as a method for understanding the object, allows analyzing the recent transformations of financialization.The research adopts a qualitative and quantitative approach and uses bibliographic, documentary and data research. The empirical research analyzes the education expenses of the Santo André city hall - SP from 2010, the year in which the Fund for the Maintenance and Development of Basic Education and the Valorization of Education Professionals - Fundeb, the main instrument for financing basic education, reached its full functioning. The data confirms that capital crises have an impact on the financing of Basic Education and deepen educational and socials inequalities. The data also illustrates the subordination of educational policy to economic policy despite advances in educational legislation, as well as the lack of democratization of education financing. This is observed in the fragility of transparency, in the dispute of different groups for investment in education and in the postponement of regulation of education minimum quality standards through Student-Quality Cost-CAQ. At the local level, in the Santo André municipal education network, there are contradictions in the destination of the expenditure that increase educational and social inequalities. This theme is relevant to the extent that it is available in favor of public schools and the democratization of education financing to guarantee the right to basic, public, free and quality education, present in the 1988 Constitution.
