Resumo: The object of the investigation was to the performance of the school collegiate as one of the democratic management strategies committed to the promotion of the quality of education. The strategies carried out by the management team were evaluated in order to promote ways for the school to consolidate itself in a fully democratic space, even if it presented movements of advances and retreats in its trajectory. For this research the following problems were raised: Was the school collegiate as an organ of support able to articulate the community as a whole? This articulation implied in the quality of teaching of the students? Has the manager's profile contributed to the success of school colleges? The universe assigned to carry out this research was a Municipal School of Early Childhood Education and Primary Education that serves children from three to ten years in the city of Santo Andr??, Grande ABC, metropolitan region of S??o Paulo. The members of this research were the segments: management team, employees, teachers, parents and children's council, who were elected to participate in school colleges. The qualitative methodology was based on the collection of data, obtained in semi-structured interviews and in dialogical actions as circles of culture supported by a critical theoretical reference. Government documents and determinations will be analyzed in the scope of the school management and of public policies that support them and foster the implantation of the collegiate ones such as: Federal Constitution of 1988; The Law of Guidelines and Basis of National Education of 1997 (LDBEN); National Education Plan 2014/2024 (PNE); National Program to Strengthen School Boards and municipal laws to promote collegiate education. The analysis was processed from records collected at collegiate meetings, recorded audios and photos at times of actions execution. The references were based on the contributions of Gramsci (1979) and Nosella (2010) to clarify the categories of ideology and alienation, hegemony and counter-hegemony in their articulation with Paulo Freire (1997, 2005a, 2005b, 2014), particularly in the Conceptual use of world reading, dialogic action and awareness. Secondary references have come from authors who study the themes of democratic management, Rom??o (1992, 2006, 2010), to support the categories of citizenship school, Gadotti (2010, 2014), Lic??nio (2002), Antunes (2002a) and Padilha ).

Para esta investigaci??n se plantearon las siguientes cuestiones: La facultad de la escuela como una agencia de apoyo era capaz de articular la comunidad en su conjunto? Esta articulaci??n implicada en la educaci??n de calidad de los estudiantes? El perfil de gestor contribuy?? al ??xito de las juntas escolares? El universo dise??ado para esta investigaci??n fue una escuela municipal temprano de la escuela de Educaci??n Infantil y primaria que atiende a ni??os de tres a diez a??os en el municipio de Santo Andr??, Gran ABC, regi??n metropolitana de Sao Paulo. Los miembros de esta investigaci??n fueron segmentos: equipo de gesti??n, personal, maestros, padres y tabla de Bantam, que fueron elegidos para participar en las juntas escolares. La metodolog??a cualitativa se basa en la recopilaci??n de los datos obtenidos en las entrevistas semiestructuradas y acciones dial??gicas como c??rculos en los cultivos apoyados por un marco te??rico cr??tico. Se revisar??n los documentos del gobierno y las decisiones dentro de la gesti??n de la escuela y las pol??ticas p??blicas que les dan soporte y promueven la aplicaci??n de tablas tales como la Constituci??n de 1988; Ley de Directrices y Bases de la Educaci??n Nacional de 1997 (LDBEN); El Plan de Educaci??n 2014/2024 Nacional (PAN); Programa Nacional de Fortalecimiento de Consejos Escolares y leyes locales para promover la colegiata. El an??lisis se realiz?? a partir de los registros recogidos en reuniones colegiadas, registra audios y fotos sobre la aplicaci??n de las acciones momentos. Dichas peticiones se basan en los aportes de Gramsci (1979) y Nosella (2010) para aclarar las categor??as de la ideolog??a y la alienaci??n, la hegemon??a y contra-hegemon??a en su relaci??n con Paulo Freire (1997, 2005a, 2005b, 2014), en particular, uso conceptual del mundo de la lectura, la acci??n dial??gica y la conciencia. Las referencias secundarias proced??an de autores estudiosos de los temas de la gesti??n democr??tica, Romao (1992, 2006, 2010), para apoyar las categor??as de la escuela ciudadana, Gadotti (2010, 2014), Licinio (2002), Antunes (2002a) y Padilha (2001 ).O objeto da investiga????o foi ?? atua????o dos colegiados escolares como uma das estrat??gias da gest??o democr??tica comprometida com a promo????o da qualidade da educa????o. Foram avaliadas as estrat??gias consumadas pela equipe gestora com o fim de promover meios para que a escola se consolide num espa??o plenamente democr??tico mesmo apresentando em sua trajet??ria movimentos de avan??os e recuos. Para esta pesquisa foram levantadas as seguintes problem??ticas: O colegiado escolar como ??rg??o de apoio foi capaz de articular a comunidade como um todo? Essa articula????o implicou na qualidade de ensino dos discentes? O perfil do gestor contribuiu para o sucesso dos colegiados escolares? O universo designado para a realiza????o desta pesquisa foi uma Escola Municipal de Educa????o Infantil e Ensino Fundamental que atende crian??as de tr??s a dez anos no munic??pio de Santo Andr??, Grande ABC, regi??o metropolitana de S??o Paulo. Os integrantes desta pesquisa foram os segmentos: equipe gestora, funcion??rios, professores, pais e conselho mirim, que foram eleitos a participar dos colegiados escolares. A metodologia qualitativa fundamentou-se na coleta de dados, obtidos em entrevistas semiestruturadas e em a????es dial??gicas como c??rculos de cultura sustentados por um referencial te??rico cr??tico. Ser??o analisados documentos e determina????es governamentais no ??mbito da gest??o escolar e de pol??ticas p??blicas que lhes d??o sustenta????o e fomentam a implanta????o dos colegiados tais como: Constitui????o Federal de 1988; a Lei de Diretrizes e Base da Educa????o Nacional de 1997 (LDBEN); Plano Nacional da Educa????o 2014/2024 (PNE); Programa de Nacional de Fortalecimento dos Conselhos Escolares e leis municipais de fomento aos colegiados. A an??lise foi processada a partir de registros coletados em reuni??es de colegiados, ??udios gravados e fotos em momentos de execu????o das a????es. As refer??ncias foram fundamentadas nas contribui????es de Gramsci (1979) e Nosella (2010) para esclarecer as categorias de ideologia e aliena????o, hegemonia e contra-hegemonia na sua articula????o com Paulo Freire (1997, 2005a, 2005b, 2014), em particular, no uso conceitual da leitura de mundo, da a????o dial??gica e da conscientiza????o.
