Resumo: This study deals with the relationship between the trade union movement and the Regional Proposal of the Great ABC, taking in consideration the participation of the Chemical Workers Union in the actions for the resumption of economic and social development in the region. After focusing on the historical background of trade unionism and their own economic and social formation of the Great ABC; to analyze the crisis caused by the changes occurring in the model of capitalist production, and evaluate the actions proposed by the regional institutions to transform reality placed and build a new ABC, the objective of this study is to examine how to determine the relationship between the Union and the institutions of local governance through participation in two distinct periods, the first of them, the one between the Regional Strategic Plan and its realization through the actions under Thematic Group Petrochemical, organized by the Regional Camera and later by the introduction of the Local Production Arrangement plastics industry organized by the Economic Development Agency, identifying the changes occurring in the form of participation and performance of the Union and regional entities. The study also seeks to uncover expectations and factors that influenced the participation of the Union in creating policies in the region and what were the changes of prospects that helped to change the way that performance

Após enfocar a trajetória histórica do sindicalismo e da própria formação econômica e social do Grande ABC; analisar a crise provocada pelas transformações ocorridas no modelo de produção capitalista e avaliar as ações proposta pelas instituições regionais para transformar a realidade colocada e construir um novo ABC, o objetivo deste trabalho é examinar como se estabeleceu a relação entre o Sindicato e as instituições de governança local, através da participação, em dois períodos distintos, sendo o primeiro deles, aquele compreendido entre o Planejamento Regional Estratégico e sua materialização através das ações no âmbito do Grupo Temático Petroquímico, organizado pela Câmara Regional e num segundo momento através da instituição do Arranjo Produtivo Local do setor plástico, organizado pela Agência de Desenvolvimento Econômico, buscando identificar as transformações ocorridas na forma de participação e atuação do Sindicato e das entidades regionais.
