Public policies are seen as instruments necessary to reorganize the territory as mediators of conflicts of interest that permeate the public and private. This paper tries to assess the urban transformations in the use and occupation of land caused by a subway line. Preliminary observations, on the Districts of Ipiranga, Sacomã Cursino and point to significant changes on the use and occupation of land, as the anticipation of the housing market, which holds inside information with regard to expansion of the subway network, negotiating the value of land in an advantageous position with a view to the sale of the over valuation.
