This work presents an analysis of the practices of CONDEPHAAT, the heritage preservation agency of the state of São Paulo, regarding the protection of properties of African origin between 1969 and 2019, having as principal source the administrative processes and registries that resulted or not (in the case of denied motions) in the listing of such properties as cultural heritage. In these documents, it is possible to identify the discourses utilized to justify the requests of the original proposers, in addition to those of other partakers (advisers, counselors, Council presidents and secretaries of culture), so that it becomes possible to verify the changes in the manner in which these requests were approached, both as time progressed and according to the professional degrees of the advisers that were involved in the processes, notably historians and sociologists. By contextualizing these acts of recognition, the participation of black movements and their demands regarding memory-prodding will be discussed, with cultural heritage as a reference for identity. Furthermore, the processes whereby the cultural heritage of African origin incites discussions about the ways in which preservation agencies handle listing requests will be analyzed, with reflections about the limits and possibilities of legal instruments
