Resumo: This thesis has the aim of analyzing the challenges and possibilities of collective creation of public policy instruments of basic education in eminently rural towns in Paraná, as also in Santa Catarina states during Lula’s government period in Brazil. This construction includes cultural as well as local political factors as part of a wider globalization process and the definition of the Globally Structure Agenda for the education, which has been oriented and imposed by multilateral agencies and the hegemonic States to be taken over by national States. It commenced with the finding of a confrontation scenery between the hegemonic globalization, which has imposed structural adjustment to the national State in order to ensure better conditions for capital accumulation, and counter-hegemonic globalization characterized by training practices for the consolidation of civic participation in public areas. These forms of globalization coexisted in a contradictory way in the field of educational public policies in Brazil, with implications that should have been better analyzed and verified as they were understood and assumed by subnational governments and school communities. As part of the systematization experience of popular education, this study contributes to the real experiences, theoretical reflection of participatory methodology application of educational planning in school communities. It provides a set of reflections about how the democratic inducer public policy of Lula’s government has been received in the towns focused in this research. In the first hypothesis, subnational governments had full conditions to carry out an educational project, considering the teaching educational legislation and the Education Ministry guidelines, according to what the global agenda for education determines, using the political and administrative decentralization and the transfer of financial resources. In the second hypothesis, it all started with the idea that there were not any conditions for the construction of an educational project due to lack of interest of subnational governments own resources or transferred by the national government. In the third hypothesis, the educational project construction could be achieved taking advantage of the “legal loopholes”, the inducer policy of Lula’s government, and especially the aims and strategies of the Strategic Participatory Educational Planning Methodology (SPEP), which makes use of the “Gramscian strategies of democratic conspiracy” to define collectively a planned action to be continuously monitored and evaluated by the school communities and town hall sectors as well as by the society in general. From this hypothesis, a participatory research approach through the application of technology (SPEP) has been developed, which has produced numerous reflections on Lula’s government inducer educational policy, and has revealed tensions arising from conflicts with the local political culture and the habitual forms of social participation in the towns that were studied. Finally, once analyzed the challenges and possibilities for the public policy collective construction of basic education, it is concluded that it is possible to carry out the collective construction through intensive investigative and formative processes of participatory methodologies that contribute to the empowerment of the social individuals directly involved and committed to striving for the achievement of social quality of the municipal public education

Essa construção envolve fatores culturais e políticos locais como parte de um processo mais amplo de globalização e definição da Agenda Globalmente Estruturada para a Educação a ser assumida pelos Estados nacionais. Partiu-se da constatação da existência de um cenário de confronto entre a globalização hegemônica, que impôs o ajuste estrutural ao Estado nacional, e a globalização contra-hegemônica, marcada por práticas formativas para a consolidação da participação cidadã em espaços públicos. Essas formas de globalização coexistiram de forma contraditória no campo das políticas públicas educacionais no Brasil, com implicações que precisavam ser mais bem analisadas e verificadas como foram compreendidas e assumidas pelos governos infranacionais e as comunidades escolares. Como parte do movimento de sistematização de experiências de Educação Popular, esta investigação contribui para a reflexão teórica de experiências concretas de aplicação de metodologia participativa de planejamento educacional em comunidades escolares. Também oportuniza um conjunto de reflexões sobre como a política pública indutora democrática do Governo Lula foi recepcionada nos municípios selecionados nessa pesquisa. Na primeira hipótese, os governos infranacionais possuíam plenas condições para efetivar um projeto educacional considerando as determinações da legislação de ensino e as diretrizes do Ministério da Educação, segundo o que determinava a agenda global para educação, utilizando-se a descentralização político-administrativa e a transferência de recursos financeiros do Governo Nacional. Na segunda hipótese, partiu-se da ideia que não havia condições para a construção de um projeto educacional em função da falta de interesse dos governos infranacionais e de recursos financeiros próprios ou transferidos pelo governo nacional. Na terceira hipótese, a construção de um projeto educacional poderia ser realizada aproveitando-se as “brechas legais”, a política indutora do Governo Lula e, principalmente, os objetivos e as estratégias da Metodologia de Planejamento Estratégico Participativo Educacional (PEPE), que se valeu das “estratégias gramscianas de conspiração democrática” para definir coletivamente um programa de ação para ser monitorado e avaliado permanentemente pelas comunidades escolares pelos setores da prefeitura e da sociedade em geral. A partir dessa hipótese, desenvolveu-se uma abordagem de pesquisa participante por meio da aplicação da Metodologia PEPE, que produziu inúmeras reflexões sobre a política educacional indutora do Governo Lula e revelou tensões surgidas a partir de conflitos com a cultura política local e as formas usuais de participação social nos municípios pesquisados. Por último, uma vez analisados os desafios e as possibilidades para a construção coletiva de políticas públicas de educação básica, conclui-se que é possível realizar a construção coletiva a partir de processos formativos intensivos e investigativos de metodologia participativa que contribua para o empoderamento dos sujeitos sociais diretamente envolvidos e comprometidos em lutar pela conquista da qualidade social da educação pública municipalCoordenação de Aperfeiçoamento de Pessoal de Nível SuperiorConselho Nacional de Desenvolvimento Científico e Tecnológicoapplication/pdfhttp://tede2.pucsp.br/tede/retrieve/39929/Carlos%20Eduardo%20Moreira%20da%20Silva.pdf.jpgporPontifícia Universidade Católica de São PauloPrograma de Estudos Pós-Graduados em Ciências SociaisPUC-SPBrasilFaculdade de Ciências SociaisPolíticas públicasEducação básicaEducação popularPublic policiesBasic educationPopular educationCNPQ::CIENCIAS SOCIAIS APLICADASGlobalização das políticas públicas de educação básica no Governo Lula: uma metodologia para a democracia participativa em municípios brasileirosinfo:eu-repo/semantics/publishedVersioninfo:eu-repo/semantics/doctoralThesisinfo:eu-repo/semantics/openAccessreponame:Biblioteca Digital de Teses e Dissertações da PUC_SPinstname:Pontifícia Universidade Católica de São Paulo (PUC-SP)instacron:PUC_SPTEXTCarlos Eduardo Moreira da Silva.pdf.txtCarlos Eduardo Moreira da Silva.pdf.txtExtracted texttext/plain904987https://repositorio.pucsp.br/xmlui/bitstream/handle/19173/4/Carlos%20Eduardo%20Moreira%20da%20Silva.pdf.txt57cef70dcab46a83cf2dfa5693f14544MD54LICENSElicense.txtlicense.txttext/plain;
