O enredo do trabalho ambulante: políticas públicas e trajetórias de trabalhadores no centro de São Paulo

This investigation is based on a qualitative research that was realized by a social worker. Guided by her restlessness, the researcher investigated the itinerant workers of downtown São Paulo. It was sought to uncover the routes that were done by vendors until arrival to work on city streets, using two main axis of analysis: the trajectory to work and the public policies. Furthermore, it was tried to verify if the public policies were adherent to the workers reality. An empirical research occurred in the region of the Sé Cathedral, where ten vendors were interviewed. The testimonies highlighted the lack of opportunities as the main driver of the itinerant work. With regard to public policies, the interviewed workers expressed concern, disbelief and ignorance about services, programs and projects of public policies for health, education, welfare, labor and pension. Looking for understanding about the connection between the itinerant commerce and the São Paulo s social context, it was sought to recover the historical process of metropolitan formation, by the optics of Nicolau Sevcenko. Still trying to understand the city, it were necessary the readings of Manuel Castells and Henri Lefrebvre, and their contribution to the concept of city and urban. The city is understood as a territory of concrete living of persons, where feelings, fights and the living history dwell. The urban is an abstract space, related to the social imaginary and to the constructions associated to the society s production mode. Primarily using the studies of Paul Singer, Maria Cristina Cacciamali, João Batista Pamplona and Francisco de Oliveira, it was possible to drive the proposed analysis to the concept of informal work, understood as at the edge of the labor laws, but with increasing relevance to the Brazilian reality
