A participação da sociedade civil nos Conselhos Municipais dos Direitos da Criança e do Adolescente: possibilidades e limites

Resumo: This dissertation was concerned with the involvement of civil society in the Municipal Councils for the Rights of Children and Adolescents. The theoretical and methodology perspective adopted was anchored in critical social theory and the main theoretical reference was to the Italian Marxist Antonio Gramsci. The central aim of this thesis was to provide a contribution to this debate by seeking to understand the structural limits of performance and potential of civil society in the Municipal Councils for the Rights of Children and Adolescents. Understanding whether these spaces are important as an opportunity to fight for the construction of a new hegemony. Collate what was envisioned when drafting the statute and what has been done, from a perspective of civil society, because this was the protagonist of the struggle for this advanced legislation. The study conducted bibliographic research on the issues in question, as well as interviews with activists who were experts in drafting the Statute of Children and Adolescents and municipal councilors of the rights of children and adolescents and also the product of a continuing education offered to 12 Councils Rights of Children and Adolescents of the host cities of the FIFA World Cup 2014. The study concluded that the basis of analysis of the Councils have to consider its institutional and societal anchoring, ie, what place they occupy in the councils of the state structure and how they relate to society in general

A perspectiva teórico-metodológica adotada está ancorada na teoria social crítica e a principal referência teórica é a do marxista italiano Antonio Gramsci. O objetivo central é contribuir para esse debate, ao buscar compreender os limites estruturais e as potencialidades de atuação da sociedade civil nos Conselhos Municipais dos Direitos da Criança e do Adolescente. Entender se tais espaços são importantes como oportunidade de luta pela construção de uma nova hegemonia. Cotejar o que foi idealizado quando da elaboração do estatuto e o que tem sido praticado, a partir de um olhar da sociedade civil, até porque esta foi a protagonista da luta pela conquista dessa avançada legislação. O estudo parte de pesquisa bibliográfica sobre os temas em questão, além de entrevistas com militantes especialistas que contribuíram na elaboração do Estatuto da Criança e do Adolescente e conselheiros municipais dos direitos da criança e do adolescente, e, ainda, do produto de uma formação continuada ofertada aos 12 Conselhos dos Direitos da Criança e do Adolescente das cidades-sede da Copa do Mundo FIFA 2014.
