The presented work however has as main goal to study the political participation in countries from semioutskirts of the world-wide system, from the problematic participation´s analysis in the Councils of Education in Brazil and Portugal, in 90´s, appointedly in the processes of decision about the educative politics production. For this, it is situated the discussion about the participation on these councils and their capacity of influencing the education production process of public politics in a socioeconomic, cultural and political context characterized by the fight of classes, that is, for the conflict between practices and antagonistic interests of classes, that look for the maintenance or the conquest of the political power. It is pointed that the capacity of the represented groups to influence the council decisions related to the educational politic, it is conditionated to these group´s possibility of direction that must interpret itself in a political draft materialized in a Government and State form, for which they get an arc of alliances, as well as depends on the social power relation presented in the dynamic of taking decisions, that is, from an effective power of a group according to the others group´s power; it is indicated, also, that the council´s capacity to practice the social control and to influence on the production of the education politics is conditionated to its autonomy and aptitude of being socially recognized as a plural space of representation of the majority interests of the population. The emphasis given to the advisory and normative character of these councils, however, limited the capacity of the different groups of interests influence on the politics of education and the political role to be played by the Councils aiming to the democratization of the power and submited the matter of the participation to the institucional game, that is emptied from the antagonisms of classes, converted into an instrument to alleviate and to put in practice the governmental action, to share the expenditures and decisions, to reduce attritions between government and society. Therefore, the possibility of they constitute in spaces of against-power, against hegemony is conditioned to the capacity of presenting themselves as spaces of power radically alternative (once that it cannot lose the point of view the limit matters and the achievement of the popular fights inside the State machine), as primordial form of organic manifestation of the objective interests of the dominated classes
