Resumo: The dissertation , not only carried out in the programme of Political Economics but also inserted in the research upon the relations among the Industrial Economics, Labour and Technology, concludes that a more effective social protection might enhance the technological development inasmuch as new individuality and collectivity, emancipated in their capabilities, contribute to new ideas, practices and values. Thus, these new features, socially included by the protection strengthening, weave a new institutional normative mark which, if efficient as well as funcional, underpin the onset of a strong activity of breakthrough (including the technological ones). It is important to highlight that the social protection must be coordinated with educational, cultural, sporting, inclusive and leisure initiatives
