The actual job effort aimed to prove the importance of the constitutional principles in the understanding of the social welfare administrative proceedings, which is an instrument of individual assurance and of the participation of the citizen in the Public Administration. We began with the notions of the administrative assignment, when we had the opportunity to find out the existence of the procedural phenomenon in all activities pertaining to the state, despite the verification of particular components inherent to the administrative proceedings. Afterwards, we approached the concept of administrative assignment and administrative proceedings. As we continued our study, we introduced the several criteria utilized to distinguish the administrative procedure from the administrative proceedings, as well as the separation of the proceedings from the complex act. We finished introducing the concept and the characterization of the administrative proceedings. As we searched for as better comprehension of the administrative proceedings, we move don to the analysis of the juridical rules, listing the categories of the existing constitutional rules and the distinction between values, principles and juridical rules. In the same manner, we studied the constitutional principles, focusing on its characteristics, assignments and conception. Finally, we ran over on the principles of the administrative proceedings, proving its importance and influence in the social welfare area of study
