The purpose of this research is to study representation in the Brazilian National Congress during the 2015-2019 term, focusing on the Chamber of Deputies. The central idea is to identify the social relations that influence the composition of the parliament, which is understood here as being an apparatus of the bourgeois State. These relations lead to representation “deficits” for social groups such as women, black people and workers. It is also important to observe how the functioning of this apparatus favours maintenance of the bourgeois order. The specifics of Brazil’s social formation and the particularities of the regime instituted with the New Republic (1988 – present) must also be acknowledged, as they influence the characterization of democracy in Brazil. The quantitative representation of social groups, related to gender, race and class is important, but becomes meaningless if isolated from economic, political and ideological determinations. There is thus a need to identify the determinants of these relative disparities of representation while never forgetting the practises of a range of actors in society, whether they be for or against maintaining the status quo. The aim of this work is to situate data about representation in Brazil during the highlighted period inside a theoretical debate, inspired by Poulantzas. It encompasses a critical approach towards mainstream ideas of representation, in a non-exhaustive way insofar as these ideas help to illustrate the main thesis. From this, analysis of the content of the legislature – voted and approved projects, government programs, etc – is a good way to comprehend the current state of the correlation of forces inside and outside of parliament
