This research investigates the Cities' Financial Autonomy within the Federative Pact aiming toanalyse the institutional bounders of Brazilian's Municipal Management, concerning localities up to 50,000 inhabitants and their capacity to deal with the local administrative issues. The research's hypothesisis that the Constitution from 1988 didn't consider the historical, socioeconomic, cultural, demographic and geographic diversities of each locality. After 31 years of the Constitution's promulgation, all the cities are still submitted and governed by the same simetric federalism.The cities' given equality is poor of parameters for its proper execution, especially in a country of great complexity, such as Brazil. Having this context at sight, the study searchs the answer for: do the cities really have financial autonomy within the federative pact? The research was stimulated by this problem, defending the thought that, to forbid municipal autonomy is to take away the possibility of citizen's self management. The research's relevance is settled on the great amount of small cities in Brazil: they are 4.910, representing 88,15% of all towns in the country. The study is justifiedby the possibility of bringing to light the Brazilian federative arrangement and by pointing out new perspectives to balance the fiscal federalism, repairing federative pact's fragilities, inconsistencies and distortions, especially for the small towns suffering from the lack of financial autonomy. The theorical frameof the research is based on the works of Althusius, Tocqueville, Dowbor, Leal, Tavares Bastos, Torres, among others, and refers to a assimetric federalism dedicated to attend local issues. The metodologyis that of a qualitative pattern, by the bibliographical and documental investigations. The documental analysis strategy is used to identify, interpretate and examine the documents published in the SICONFI by the localities under the Anual Balance, RREO and RGF, in 2016. The research's resultsbring strong clues that the small cities don´t count on the same resources to fulfill the public policies, programs and plans, whether these have their origin in the central or the state governments. Besides, they suffer from a lack of technical conditions to attend the federative bureaucracy and don't have enough budget to execute the duties prescribed on the actual laws
