This work is a result of an investigation about the management of the financial and decentralized resources in the public school of Sao Paulo. Firstly, we resort to the legal devices of the resources to the education, next, to analyse how if it carries out the budgetary Brazilian process in the direction of the programs of the schools. To think how the amounts of the programs have been composed and how the school, while receiving them, it has if organized for his application, it brings near the process of financing of the education of the management of the decentralized resources. Still what the Federal Constitution of 1988 and the Law of Directives and Bases of the National Education nº. 9394/96 indicate the democratic management of the teaching in the education, in practice what has been happening is the centralization and the authoritarianism in the processes of taking decision in or out the school. To know the one who defines and at which moments the decentralized resources must be applied, it makes possible the analysis of the advancements and / or retreats of the democratic management of / in the school. The study left from the documentary analysis of education and budgetary legislation of Brazil, as well as from the accounts rendered and trial balances of the APM of five state schools located in the local authority of Carapicuíba. In field, there were interviewed three members of the APM of each one of the schools participants, in a total of fifteen interviews. The results begin to appear for the necessity of the state school of creating spaces of participation of the school and local community in the management of the programs and for the necessity of considering the administration of the resources decentralized a pedagogic action, and not technical
