The feminist movement post-60, despite its different currents, brought a core category that changed indelibly the ways in which contemporary societies think and wonder (SORJ, 2002, p. 99), namely, the gender. Gender went on to inform both social theories as public policy, and it is exactly in these two areas that this study will address. In the first chapter we seek to work feminism as a critique and theoretical reconstruction, bringing authors of Critical Theory as Seyla Benhabib, Iris Young and Nancy Fraser. It is found in each one: 1) the project of critical feminist theory and 2) a debate regarding the public/private dichotomy. From this discussion, in the second chapter will be made a reconstruction of gender in public policies in Brazil, trying to perceive the normative principles that guide these policies. The third chapter then presents a reflection from a field study on a Brazilian public policy towards women, trying to see conflicts of normativity present not only in the formulation and implementation of policy, but rather the appropriation and interpretation made from the audience of this public policy.
