Resumo: | Thinking about higher education is putting it at the center of discussions about the past and the future, after all, it cannot lose its historical mission, but it cannot stop in time, given the demands of society. Thus, universities are affected by the context of transformation that society is going through and, consequently, face several challenges, such as the rapid development of technology and communication, financial cuts, changes in student behavior. That is, there are no more certainties, and in this way, building strategies and action plans aimed at innovation has become a necessity. Therefore, this study investigated the perception of the public involved in the university ? managers, professors, students and society ? in relation to the strategic orientation for innovation. Therefore, the study focused on the various dimensions through which innovation runs through universities: Management, Teaching, Research and Knowledge Transfer and Institutional Relationships. The methodological approach was multi-method, that is, qualitative and quantitative research. The empirical field consisted of two universities in Rio Grande do Sul, one private and one public. In the qualitative scope, interviews were carried out with the public: managers, professors and students of the two higher education institutions. For the quantitative investigation, a questionnaire was applied to the public society. The analysis of qualitative data included the execution of Content Analysis; in the quantitative, the method was Conclusive/Descriptive with multivariate statistical analysis. The results show that, in the perception of the public, the actions of HEIs are meeting what they have as a strategic orientation for innovation. However, some variables perceived by the public are more evident when observed in the light of what is established in their strategies, especially the focus on Innovation and Development in the private HEI and the aspect of Employability and Social in the public institution. Additionally, the thesis offers a base of indicators in the scope of university innovation that provides the assessment of innovation in Brazilian HEIs, contributing to the development of universities, as the indicators determined in the Questionnaire can be used as an Instrument for the Assessment of Innovation in Educational Institutions Higher Education (IES) by institutions that want to evaluate innovation processes in the perspectives of Management oriented towards Innovation, Teaching, Research, Innovation Ecosystem and Institutional Relationship. |

As?, las universidades se ven afectadas por el contexto de transformaci?n que atraviesa la sociedad y, en consecuencia, enfrentan varios desaf?os, como el r?pido desarrollo de la tecnolog?a y la comunicaci?n, recortes financieros, cambios en el comportamiento de los estudiantes. Es decir, ya no hay certezas y, por tanto, construir estrategias y planes de acci?n orientados a la innovaci?n se ha convertido en una necesidad. Por lo tanto, este estudio investig? la percepci?n del p?blico involucrado en la universidad -directivos, profesores, estudiantes y sociedad- en relaci?n con la orientaci?n estrat?gica para la innovaci?n. Por ello, el estudio se centr? en las diversas dimensiones por las que discurre la innovaci?n en las universidades: Gesti?n, Docencia, Investigaci?n y Transferencia del Conocimiento y Relaciones Institucionales. El enfoque metodol?gico fue multim?todo, es decir, investigaci?n cualitativa y cuantitativa. El campo emp?rico estuvo constituido por dos universidades de Rio Grande do Sul, una privada y otra p?blica. En el ?mbito cualitativo, se realizaron entrevistas al p?blico: directivos, profesores y estudiantes de las dos instituciones de educaci?n superior. Para la investigaci?n cuantitativa se aplic? un cuestionario a la sociedad p?blica. El an?lisis de datos cualitativos incluy? la ejecuci?n de An?lisis de Contenido; en el cuantitativo el m?todo fue Conclusivo/Descriptivo con an?lisis estad?stico multivariado. Los resultados muestran que, en la percepci?n del p?blico, las acciones de las IES est?n cumpliendo con lo que tienen como orientaci?n estrat?gica para la innovaci?n. Sin embargo, algunas variables percibidas por la ciudadan?a son m?s evidentes cuando se observan a la luz de lo establecido en sus estrategias, en especial el enfoque de Innovaci?n y Desarrollo en la IES privada y el aspecto de Empleabilidad y Social en la instituci?n p?blica. Adem?s, la tesis ofrece una base de indicadores en el ?mbito de la innovaci?n universitaria que proporciona la evaluaci?n de la innovaci?n en las IES brasile?as, contribuyendo al desarrollo de las universidades, ya que los indicadores determinados en el Cuestionario pueden ser utilizados como Instrumento para la Evaluaci?n de la Innovaci?n. en Instituciones Educativas de Educaci?n Superior (IES) por parte de instituciones que quieran evaluar procesos de innovaci?n en las perspectivas de Gesti?n orientada a la Innovaci?n, Docencia, Investigaci?n, Ecosistema de Innovaci?n y Relaci?n Institucional.Pensar a educa??o superior ? coloc?-la no centro das discuss?es acerca do passado e do futuro, afinal, ela n?o pode perder sua hist?rica miss?o, mas tamb?m n?o pode parar no tempo, haja vista as demandas da sociedade. Assim, as universidades s?o afetadas pelo contexto de transforma??o que a sociedade passa e, por consequ?ncia, enfrentam diversos desafios, como o r?pido desenvolvimento da tecnologia e da comunica??o, cortes financeiros, mudan?as nos comportamentos dos estudantes. Isto ? n?o existem mais certezas, e, desta forma, construir estrat?gias e planos de a??o voltados para a inova??o tornou-se uma necessidade. Diante disso, este estudo investigou a percep??o dos p?blicos envolvidos na universidade ? gestores, professores, estudantes e a sociedade ? com rela??o ? orienta??o estrat?gica para a inova??o. Para tanto, o estudo focou nas v?rias dimens?es por onde a inova??o percorre as universidades: a Gest?o, o Ensino, a Pesquisa e Transfer?ncia de Conhecimento e o Relacionamento Institucional. A abordagem metodol?gica foi multim?todo, ou seja, pesquisa qualitativa e quantitativa. O campo emp?rico consistiu em duas universidades ga?chas, uma privada e uma p?blica. No ?mbito qualitativo, foram realizadas entrevistas com os p?blicos: gestores, professores e estudantes das duas institui??es de ensino superior. Para a investiga??o quantitativa, foi aplicado um question?rio para o p?blico sociedade. A an?lise dos dados qualitativos contou com a execu??o da An?lise de Conte?do; j? na quantitativa, o m?todo foi Conclusivo/Descritivo com an?lise estat?stica multivariada. Os resultados mostram que, na percep??o dos p?blicos, as a??es das IES est?o indo ao encontro do que elas t?m como orienta??o estrat?gica para inova??o. No entanto algumas vari?veis percebidas pelos p?blicos est?o mais evidentes quando observadas ? luz do que est? estabelecido nas suas estrat?gias, sobretudo o enfoque Inova??o e Desenvolvimento na IES privada e o aspecto da Empregabilidade e do Social na institui??o p?blica.
