This dissertation sheds light majorly on the social action of the Brazilian Federal Public Prosecutor’s Office in the enlargement of access to justice and promotion of citizenship and, secondly, by the model of public administration adopted to strengthen the Institution. Its purpose is to analyze the recent political and judicial action of the Institution. It aims to verify if the strategy of approach to the mainstream media, which occurred in conjunction with recent cases of corruption, tends to promote broader access to justice and citizenship, objectives created by the 1988 Brazilian Constitution and highlighted in the 2011 Strategic Planning. It analyzes the Institution's growing exposure in the media and the quantitative of the social activity between 2006 and 2016 represented in this study by: Public Civil Actions, Recommendations, Terms of Conduct Adjustment, Public Hearings, Civil Inquiries and additionally, quantitative reports of citizen’s complaints about social rights and criminal judicial actions and prosecutions internal procedures. Quantitative data collected on the transparency website were submitted to graphic analysis that could indicate trends in the institution's social activity and possible correlation with the institution's approach to the media. The results indicate a tendency of growth in the institutional activities of the social area as a whole in possible correlation with the increase of the approach of the institution with the Media. These results suggest an increase in access to justice and promotion of citizenship in the analyzed period, indicating, in the alternative, that of using Strategic Planning to develop social performance seems correct choice toward strengthen the institution. The certification of this trend and of cause and effect relationships requires further studies.
