Resumo em Inglês: Recent advances in transparency of government???s information, coupled with the increasing use of information and communication technologies, have favored the emergence of innovative forms of relationship between society and the government. At the heart of these changes are the open government data, detailing the operation and management of public administration, the use of public resources, public infrastructure and the delivery of public policies to society. Around this rich and potentially useful mass of data and information gravitate various actors, such as their own public institutions, entrepreneurs, civil society organizations, activists engaged in social causes, the media and the citizens themselves. An interconnected set of principles, policies, standards and technologies structure the relationships between these actors, forming a kind of ecosystem that still lacks maturity and is still seeking models for value creation and induction of social progress and sustainability. A path that begins to take shape in this quest is the development of technologies said "civic" which purport to deliver services and information to citizens through high penetration platforms in society, such as phones and other mobile devices. This study addresses aspects of this ecosystem of open data within the Federal Government, focusing on the development of civic technologies, seeking to contribute to a diagnosis of its current structure and proposing some points of improvement. For this, an exploratory approach was used with pragmatic bias, which started the mapping and different dimensions and components of this ecosystem, followed by the development and publication of a civic application for mobile devices. The data obtained in this study allowed us to conduct a review of the current stage of this ecosystem, highlighting its low degree of maturity and pointing to the need for several structural improvements and greater involvement of inducing agents in all analyzed dimensions. In particular, we identified some important gaps in the ecosystem, such as the predominance of transparency???s vision as an end in itself, the low number of Open Data Plans published by public institutions, dispersion, heterogeneity and poor quality of available databases, the lack of clarity regarding the use of licensing to the published data, the absence of a repository of existing civic applications and technologies, the lack of interest of potential users by applications and solutions already available, the lack of sustainability of these solutions and the lack of feedback channels to the government of the data produced by users through civic applications. This research ends bringing some helping tips to treat these gaps targeting the data ecosystem enhancement with the aid of civic technologies.

Em torno dessa rica e potencialmente ??til massa de dados e informa????es gravitam diversos atores, tais como as pr??prias institui????es p??blicas, empreendedores, organiza????es da sociedade civil, ativistas engajados nas causas sociais, a m??dia e o pr??prio cidad??o. Um conjunto interligado de princ??pios, pol??ticas, padr??es e tecnologias estruturam as rela????es entre esses atores, formando uma esp??cie de ecossistema que ainda carece de maturidade e que ainda busca modelos para gera????o de valor e indu????o de avan??os sociais com sustentabilidade. Um caminho que come??a a se delinear nessa busca ?? o desenvolvimento de tecnologias ditas ???c??vicas???, que se prop??em a entregar servi??os e informa????es ao cidad??o por meio de plataformas de alta penetra????o na sociedade, tais como os telefones e demais dispositivos m??veis. O presente estudo aborda aspectos desse ecossistema dos dados abertos, no ??mbito do Governo Federal, com foco no desenvolvimento de tecnologias c??vicas, buscando contribuir com um diagn??stico de sua estrutura atual e a proposta de alguns pontos de melhoria. Para isso, foi utilizada uma abordagem explorat??ria com vi??s pragm??tico, que se iniciou pelo mapeamento e an??lise de dimens??es e componentes desse ecossistema, seguido pelo desenvolvimento e publica????o de um aplicativo c??vico para dispositivos m??veis. Os elementos obtidos nesse estudo nos permitiram realizar uma an??lise cr??tica do est??gio atual desse ecossistema, evidenciando seu baixo grau de maturidade e apontando para a necessidade de uma s??rie de melhorias estruturantes e de um maior envolvimento de agentes indutores em todas as dimens??es analisadas. Em especial, identificamos algumas lacunas importantes no ecossistema, como a predomin??ncia de uma vis??o ainda prim??ria da transpar??ncia governamental como sendo um fim em si mesma, o baixo n??mero de Planos de Dados Abertos publicados pelas institui????es p??blicas, a dispers??o, heterogeneidade e baixa qualidade das bases de dados disponibilizadas, a falta de clareza com respeito ao licenciamento de uso dos dados publicados, a aus??ncia de um reposit??rio de aplica????es e tecnologias c??vicas existentes, o pouco interesse dos potenciais usu??rios pelos aplicativos e solu????es j?? disponibilizados, a falta de sustentabilidade dessas solu????es e a inexist??ncia de canais de retorno para o governo dos dados produzidos pelos usu??rios por meio dos aplicativos c??vicos. Um conjunto interligado de princ??pios, pol??ticas, padr??es e tecnologias estruturam as rela????es entre esses atores, formando uma esp??cie de ecossistema que ainda carece de maturidade e que ainda busca modelos para gera????o de valor e indu????o de avan??os sociais com sustentabilidade. Um caminho que come??a a se delinear nessa busca ?? o desenvolvimento de tecnologias ditas ???c??vicas???, que se prop??em a entregar servi??os e informa????es ao cidad??o por meio de plataformas de alta penetra????o na sociedade, tais como os telefones e demais dispositivos m??veis. O presente estudo aborda aspectos desse ecossistema dos dados abertos, no ??mbito do Governo Federal, com foco no desenvolvimento de tecnologias c??vicas, buscando contribuir com um diagn??stico de sua estrutura atual e a proposta de alguns pontos de melhoria. Para isso, foi utilizada uma abordagem explorat??ria com vi??s pragm??tico, que se iniciou pelo mapeamento e an??lise de dimens??es e componentes desse ecossistema, seguido pelo desenvolvimento e publica????o de um aplicativo c??vico para dispositivos m??veis. Os elementos obtidos nesse estudo nos permitiram realizar uma an??lise cr??tica do est??gio atual desse ecossistema, evidenciando seu baixo grau de maturidade e apontando para a necessidade de uma s??rie de melhorias estruturantes e de um maior envolvimento de agentes indutores em todas as dimens??es analisadas. Em especial, identificamos algumas lacunas importantes no ecossistema, como a predomin??ncia de uma vis??o ainda prim??ria da transpar??ncia governamental como sendo um fim em si mesma, o baixo n??mero de Planos de Dados Abertos publicados pelas institui????es p??blicas, a dispers??o, heterogeneidade e baixa qualidade das bases de dados disponibilizadas, a falta de clareza com respeito ao licenciamento de uso dos dados publicados, a aus??ncia de um reposit??rio de aplica????es e tecnologias c??vicas existentes, o pouco interesse dos potenciais usu??rios pelos aplicativos e solu????es j?? disponibilizados, a falta de sustentabilidade dessas solu????es e a inexist??ncia de canais de retorno para o governo dos dados produzidos pelos usu??rios por meio dos aplicativos c??vicos. O trabalho termina trazendo algumas sugest??es de enfrentamento dessas lacunas visando o aprimoramento do ecossistema de dados abertos no que diz respeito ??s tecnologias c??vicas.
description Recent advances in transparency of government???s information, coupled with the increasing use of information and communication technologies, have favored the emergence of innovative forms of relationship between society and the government. At the heart of these changes are the open government data, detailing the operation and management of public administration, the use of public resources, public infrastructure and the delivery of public policies to society. Around this rich and potentially useful mass of data and information gravitate various actors, such as their own public institutions, entrepreneurs, civil society organizations, activists engaged in social causes, the media and the citizens themselves. An interconnected set of principles, policies, standards and technologies structure the relationships between these actors, forming a kind of ecosystem that still lacks maturity and is still seeking models for value creation and induction of social progress and sustainability. A path that begins to take shape in this quest is the development of technologies said "civic" which purport to deliver services and information to citizens through high penetration platforms in society, such as phones and other mobile devices. This study addresses aspects of this ecosystem of open data within the Federal Government, focusing on the development of civic technologies, seeking to contribute to a diagnosis of its current structure and proposing some points of improvement. For this, an exploratory approach was used with pragmatic bias, which started the mapping and different dimensions and components of this ecosystem, followed by the development and publication of a civic application for mobile devices. The data obtained in this study allowed us to conduct a review of the current stage of this ecosystem, highlighting its low degree of maturity and pointing to the need for several structural improvements and greater involvement of inducing agents in all analyzed dimensions. In particular, we identified some important gaps in the ecosystem, such as the predominance of transparency???s vision as an end in itself, the low number of Open Data Plans published by public institutions, dispersion, heterogeneity and poor quality of available databases, the lack of clarity regarding the use of licensing to the published data, the absence of a repository of existing civic applications and technologies, the lack of interest of potential users by applications and solutions already available, the lack of sustainability of these solutions and the lack of feedback channels to the government of the data produced by users through civic applications. This research ends bringing some helping tips to treat these gaps targeting the data ecosystem enhancement with the aid of civic technologies.
