With this doctoral thesis we aimed to identify the main public policies focused on family agriculture in Brazil, from 2003, investigating those that have had more impact in the municipalities of Guaporema, São Tomé, Tapejara and Tuneiras do Oeste - PR, and evaluating the special rural retirement as a revitalizing policy for local development in these municipalities. Based on the theoretical discussions conducted and the investigation methods and analysis proposed, it was possible to present the representativeness of family agriculture in the Brazilian agricultural scenario and to demonstrate that the public policies aimed at this productive segment have been essential for the strengthening of these activities and for the local development promotion. However, it should be noted that policies and programs have limitations and failures, which must be evaluated and rethought from the local specificities. Concerning to the rural retirement, it presents itself with a public policy status and guarantees better living conditions for elderly farmers and their families. In addition, the rural benefit in guaranteeing a minimum income, added to the cultural roots of elderly public, stimulates the permanence of families in their municipalities of origin, reducing the problem of population emptying, especially in municipalities with small cities and/or peripherals. From the analyses on retirees, it was possible to advance theoretically on the debate about the dialectical mobility/geographical immobility pair.
